This National Guard position is for a MANAGEMENT ANALYST, Position Description Number D2377000and is part of the HI 154 MOF, National Guard.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

SUMMARY OF DUTIES: The primary purpose of this position is to evaluate and manage the Wing's Aviation Petroleum, Oil & Lubrication (AVPOL) program; serves as the Wing Refueling Document Control Officer (WRDCO); manages all aspects of the Unit's Flying Hour Program funds; and provides support to the supply functions within the Group. Formulates and consolidates budget inputs, trend analysis, and execution evaluations of all Maintenance Group funding requirements.
Serves as the primary point of contact for unit Aviation Petroleum, Oil, and Lubricants (AVPOL) program.
Identifies and validates requisitions from base organizations for the non-stock listed, sole source or technical order (T.O.) directed flying hour goods or services.
Consolidates annual maintenance operating budgets for incorporation into the overall Wing's annual financial plan. Performs in-depth analysis of financial plan for all Maintenance Group production squadrons, flights, and sections.
Evaluates trends and operating costs which are used in projecting future obligations.
Performs analysis of completeness, accuracy, and reasonableness of all Maintenance Group operating budgetary information.
Develops/issues guidance and coordinates with Maintenance Production Squadron Chiefs in the development of quarterly and annual maintenance operating budget and budget estimates.
Reviews, edits and consolidates maintenance operating budget estimates to ensure compliance with rules, regulations, and procedures.
Performs other duties as assigned.

Mil tech compatible prior to placement: DAFSC 2R1X1, 2S0X1, 2R0X1 or 2W0X1.
Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Must possess a minimum of SECRET Security clearance.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected candidate must be assigned to a valid position in the unit of employment, and be assigned militarily in DAFSC 2R1X1, 2S0X1, 2R0X1 or 2W0X1.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager.
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.
NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.
d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.
