Human Resources Specialist ER/LR
This position is to serve as a senior Human Resources (HR) Specialist in Labor and Employee Relations with responsibility for planning, developing, and carrying our the full range of labor, employee relations and management advisory services for the facility.

Duties include but are not limited to:
Responsible for planning, developing, and carrying out the full range of labor, employee relations and management advisory services for a facility.
Resolving very difficult employee relations issues in support of the facility
Advise senior management on a wide range of difficult and complex conduct and performance issues encompassing all areas of concern;
Provide specific directions as needed on procedural and regulatory requirements for initiating performance-based actions.
Maintain regular contact with both unions and management officials to discuss matters of mutual interest to resolve problems as quickly as possible.
Serve as the direct representative in meetings and in correspondence with the unions.
Ensure actions concur with the labor statues and VA regulations.
Meet with VA Medical Center management to advise on applicable regulations and other considerations necessary for the issuance of a decision in a grievance.
Represent management in unfair labor practice and representation hearings before the Federal Labor Relations Authority and in impasses proceedings.
Advise senior management and supervisor on the procedural and legal requirements for correcting conduct problems and administering disciplinary and adverse actions.
Administer a program to provide internal/external placement, including carrying out special placement activities, attrition management or downsizing benefits/entitlements programs, and providing interpretation and assistance.
Provide managers and employees with information and interpretation of the HR policies, procedures and guidelines.
Monday thru Friday, 8:00 am to 4:30 pm

Selective Factor: This position requires the applicant to have knowledge using labor relation rules, regulations, statues, and policies in order to provide expert input to employees, supervisors, union officials, and external sources; use of negotiation procedures to resolve various problems; advise and/or represent management; investigate and compile facts and evidence that support charges based on regulations, case law and guidance; and handle Federal labor-management and employee relations program responsibilities. PLEASE NOTE: THESE SKILLS MUST BE CLEARLY STATED IN YOUR APPLICATION MATERIAL AND/OR INTERVIEW.
Experience GS 12: One year of specialized experience at the GS-11 level. Specialized experience is listed as:
* Researching, interpreting and analyzing multiple sources of binding federal labor and employment legal authority and guidance.
* Providing advice and counsel to assist decision-makers in making informed decisions.
* Taking action in compliance with all binding federal labor and employment authority.
* Providing advice and guidance in employee relations, all areas related to benefits, and performance management.
* Researching case law to provide advice and guidance to supervisors.
* Experience with recruitment and placement processes and procedures in the Federal Government that includes preparing and posting vacancy announcements using automated job posting systems, reviewing applications for eligibility and qualifications, adjudicating veterans preference, position description review and/or classification, etc.,
* Providing advice and guidance in employee relations, all areas related to benefits, and performance management
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The work is sedentary. Some work may require walking in office, and similar areas for meeting and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. No special physical exertion is required
