Job Description The Virginia Information Technologies Agency (VITA) is currently seeking a Senior Data Architect within its Internal Technology and Portfolio Management Division. The primary purpose of this position is to provide data architecture support for VITA initiatives. The primary function of this position is to ensure that the data assets and software systems of VITA are supported by an architecture which will enable VITA's strategic goals and objectives. This position identifies opportunities to reduce data redundancy, trends in data uses, and single sources of data while maintaining an enterprise wide perspective. This position will analyze and develop highly technical and complex database designs, logical & physical data models & architectural system models. This position is responsible for allowing disparate systems to communicate and share data through the use of API's, ETL tools, web services, file extracts and other customized coding methods. This position is responsible for the identification and resolution of information flow, content issues and the transformation of business requirements into logical data and system models. This position provides business intelligence services, master data management services, data architecture and integration, and related technical data support services to VITA divisions. This position assists in ensuring that interfaces are properly identified, designed, implemented and maintained for multi-platform integrations. This position will be responsible for collaboration on an enterprise wide data model. This position provides data management support and services to VITA project development teams including, but not limited to, data analysis, data diagrams, data architecture and design, data access security, data availability, data standardizations and methods, data integration, data warehousing and reporting design\/development, and related documentation. This position is responsible for developing component\/interface standards and procedures as well as legacy integration initiatives (e.g., database gateway and extract, transform and load [ETL] solutions). This position works to ensure that interfaces are properly identified, designed, implemented and maintained for application and data integrity. This position is responsible for ensuring the success of projects measured against requirements, performance metrics, system\/data availability, security measures, budget and deadlines. This position will continually work to add value to systems (improving performance\/availability) while minimizing costs. Minimum Qualifications Comprehensive experience in a senior level Data Architectural and\/or Data Integrations role with multiple industry and organizational exposure; Comprehensive exposure to, and architectural knowledge of, Oracle and\/or SQL Server databases which includes hands on development, tuning and maintaining database stored procedures with an emphasis on ETL logic, staging database structures, validation, exception handling, and mass data loading in both relational and multidimensional design databases; Knowledge of the Unified Modeling Language (UML), Design Patterns, Programming Techniques and other architectural principals along with full application life cycle design tools and methodologies such as Sure Step, SDM and\/or Agile; Proven ability to perform gap analysis between existing data architectures and proposed data architectures as well as documenting the success at closing that gap; Comprehensive level of experience defining data\/data management requirements and designing solutions to satisfy client business objectives, platform selection and allocation of functionality to specific system components; Must possess a demonstrated ability to use technology effectively and efficiently to solve business problems; to translate business processes and information requirements into system and application functionality; Must be capable of working at detailed levels while remaining aware of the overall application\/business requirements; Demonstrated ability to architect and model mission critical BI, OLTP, OLAP, ETL, solutions leveraging multiple DBMS technologies; A thorough understanding of enterprise technologies including web technologies, current programming languages, OLTP\/OLAP technologies, database platforms (Oracle, SQL Server and other RDBMS database platforms), multi-tiered systems, multi-user and multi-tasking operating systems and service oriented architectures; Comprehensive knowledge of programming languages (SQL, PL\/SQL, .NET, VBscript, MDX), programming techniques, Systems Development Life Cycle and system design techniques; Demonstrated experience with profiling and loading files from various data sources which include RDMBS, OLAP cubes, mainframe file systems, web services, XML, text files and other documents; Comprehensive experience with Modeling, ETL, Data Profiling and\/or Data Analytical Tools is required. Extensive experience with strategic analysis of content and quality of databases and recommendation of data management procedures\/processes; Ability to work in a fast paced environment, delivering quality systems in short time frames; Excellent verbal and writing skills, along with the ability to develop and present complex material effectively to a variety of audiences; Demonstrated ability to communicate effectively and work with both business and technical users across all levels of the organization; Proven ability to work collaboratively on project teams, and to work independently with minimal supervision and Demonstrated ability to develop and maintain positive, productive working relationships with customers and co-workers is required. High school graduate or equivalent. Preferred Qualifications Graduate from an accredited college w\/degree in Information Management or related field; Extensive data management experience in both custom designed\/built databases AND in one or more enterprise level COTS packages (i.e. Oracle PeopleSoft, Microsoft CRM\/Dynamics, RSA Archer, etc.) databases; Experience in Microsoft Data Transformation Services and Sql Server Integration Services preferred; Extensive experience with business intelligence applications using both relational and multidimensional design models; Knowledge of, and experience in, security infrastructures as it relates to integration of systems, data encryption techniques, authentication and authorization Special Requirements Special Instructions to Applicants State employees who have been affected by Policy 1.3 Layoff and possess a valid Interagency Placement Screening Form (Yellow Card) or a Preferential Hiring Form (Blue Card) must submit the card BEFORE the closing date for this position.
