Job Description Conducts outreach and markets the full range of VEC services to agricultural and non-agricultural employers to promote their use of the labor exchange system, which includes Foreign Labor Certification (FLC) programs. Provides information and training to agricultural employers and workers on the policies, laws, and regulations regarding the use of Migrant and Seasonal Farm Worker (MSFW) labor. Delivers the full range of job services to the public, with special emphasis on MSFWs and agricultural employers, including: recruiting, interviewing, and referring workers to employers for potential job opportunities; conducting outreach to MSFWs who are not being reached by the normal intake activities provided by local office staff; and preparing and processing agricultural job orders, using the Agricultural Recruiting System (ARS). Conducts pre-occupancy housing inspections and field checks on employer-furnished housing facilities; cites deficiencies and makes recommendations; conducts follow-up visits to ensure corrective action was implemented; and reports findings. Attends meetings of agricultural employers and advocacy groups; markets agency services to employers primarily focusing on agricultural employers and potential users of FLC; assists with job fairs career days and other public speaking events; and provides Spanish translation assistance as needed. Minimum Qualifications Comprehensive knowledge of the MSFW and FLC programs; agricultural issues, trends and business practices; and related employment laws and regulations (such as the Migrant Seasonal Protection Act; wage and hour laws; employment and housing disclosures; child labor and farm labor contractor registration requirements; and pesticide safety and field sanitation, OSHA and Employment Training Association regulations). Strong oral and written communication, organizational, customer service and computer (e.g., Microsoft Office or related software) skills. Ability to work independently and as a team member; interpret and apply related policies and procedures, laws, and regulations; work effectively with diverse groups; conduct interviews, training and housing inspections; collect and analyze data; prepare reports, documents and training materials; provide technical assistance; and respond to inquiries. College degree in horticulture, business or related field, or an equivalent combination of training and experience. Preferred Qualifications Experience working with agricultural and MSFW programs. Ability to speak Spanish. Special Requirements Extensive travel is involved to visit employers and farm workers. This position works an assigned area, but may be called on to assist in other areas. Must have a valid driver\u00e2??s license and availability of a vehicle. The successful candidate must complete a background investigation.
