Job Summary :
This Job Description is for the Information Technology Job Family, aimed primarily for positions within the STSSO, BTS, and IO business lines; but could include anyone within Supervision Regulation and Credit that performs these tasks. An ideal candidate must have knowledge of, be able to perform actions that are related to activities in the designated business line.
The Project Cost Estimator s role works assist with coordinating budget activities. This role will also assist project managers in developing detailed cost estimates for their projects in the proposal stage as well as for each scope change throughout the lifecycle. In addition, this position will provide reports, analysis, and information regarding program and project budgets for management as well as for the Supervision and Regulation business lines. This individual should have strong interpersonal and problem solving skills and demonstrated experience estimating program and project costs for software development projects. As a project cost estimator, you will play an active role engaging with the project managers and build trusted relationships across the Federal Reserve System.
Principal Duties and Responsibilities :
Estimates labor requirements, required project hardware, supplies, contracted services, costs, prepares cost estimates and monitors expenditures; Prepares estimates for proposed change orders and updates program/project budget with new information on change order approval; Works to accurately forecast costs of proposed projects with Business Analysts, Developers, and Project Managers
Works with the Program Manager to develop processes and procedures to enhance organizational estimating capability; Prepares monthly cost reports for project managers, management, and the Supervision and Regulation business lines.
Integrates estimates with project schedules to achieve phased timing of costs and resources; Supports project managers with quantitative risk assessments; provides inputs, and analysis for prediction of project cost and resource risk.
Maintains estimating tools and suggests enhancements.
Participates on Bank, department, or system projects of moderate to high complexity. Demonstrates effective SRC Core Competency skills for grade and position. Performs other related duties as assigned. Fulfills job duties and responsibilities in conformance with sound safety practices.
Scope Measurements :
A Bachelor s Degree in MIS, Engineering, Accounting, or Statistics is required. Three years of experience working with cost estimating and tracking in a capital project organization or environment is required.
A minimum of 3-5 years of estimating experience in a project environment is required.
A Proficiency with MS Office products; including a proficiency with MS Excel 2010 or 2013 is required.
Demonstrated experience with CA PPM software is a plus.
Completion of ICEAA-approved courses is desirable; Professional Cost Estimator/Analyst (PCEA) and/or Certified Cost Estimator/Analyst (CCEA) are required for advancement.
Previously demonstrated experience in project cost and resource estimating is required.
High-level numeracy and familiarity with accounting and finance processes is required.
Knowledge and Skills:
Knowledge of and a general understanding of risk management tools and techniques; with a familiarity with enterprise project controls tools are a plus.
Strong written and oral communications skills. Under little oversight, presents both orally and in writing, an ability to write clear, concise reports for status reporting. A positive customer service orientation, with both internal and external clients required.
Strong analytical and problem solving skills. Demonstrates intermediate to advanced analytical and problem solving skills; analyzes relationships among facts and events driving more complex problems; organizes data and information in a manner that effectively communicates issues; identifies underlying issues and recognizes trends/cause-effect relationships. Possess an excellent ability to grasp functional concepts quickly and exceptionally attentive to detail.
Strong interpersonal and leadership skills. Demonstrates the ability to work effectively in cross functional teams; An ability to work in a flexible team environment and, independently with minimal supervision. uses skills of influence to accomplish stated goals; draws on experience to resolve moderately complex to complex issues; displays strong interpersonal skills in dealing with people at all levels of an organization. An ability to meet deadlines and work under stress.

Identifies and assesses moderately complex to complex supervisory issues; effectively manages moderately complex to complex issues in order to meet objectives and goals, with a demonstrated ability to handle multiple concurrent assignments.
