General Description
Under the direction of the Recreation Grants Fiscal Manager, this position is responsible for performing highly responsible administrative and technical duties in auditing and financial functions.  Provides technical assistance to program staff, local units of government, community organizations and the public.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.  Performs additional duties as assigned.  Complies will all Agency, Division and Branch rules, regulation and procedures.

Qualification Guidelines
MINIMUM QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor's degree in Accounting/Finance or closely related field.
Experience:
Three years experience in auditing, accounting or finance; Experience in grants management.
NOTE:  Experience may have occurred concurrently.

Licensure:       
If driving is required, applicant must possess a valid State driver's license.
PREFERRED QUALIFICATIONS:
Experience:
Three plus years of direct experience in grants management, grants accounting and grants auditing; Experience with the operation of online management systems.
Licensure:       
Certified Grants Management Specialist issued by the National Grants Management Association.
Knowledge, Skills and Abilities
Knowledge of generally accepted accounting principles and auditing procedures;  Knowledge of generally accepted land appraisal techniques; Knowledge of information systems and software; Skill in using MS Word, Excel, Access and Outlook;  Skill in working with financial management software program such as Oracle; Skill in operating a 10-key, by touch; Skill in effective verbal and written communication; Skill in construction contract administration, monitoring and reconciliation; Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;  Ability to maintain project controls such as automated work logs, schedules and timelines to administer projects;  Ability to work under stressful conditions while meeting deadlines and establishing proper priorities;  Ability to effectively relate to coworkers and supervisors; Ability to work independently with little or no supervision; Ability to work as a member of a team; Ability to conduct work activities in accordance with TPWD safety program.
Additional Information
WORKING CONDITIONS:
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; Required to work overtime as necessary; May be required to operate a State vehicle; Required to travel 15% with possible overnight stays; Non-smoking environment in State buildings and vehicles.
