Summary
PROGRAM ANALYST
The position serves as the Call Center Data Analyst for the VA Northern CA Health Care System Telephone Access Program under Benefits & Data Management Service (BDMS). This position reports to the Call Center Manager and provides end users, supervisors, and management with statistical information, including trend and workforce analysis, designed to improve the efficiency of work operations.

Responsibilities
Some of the duties include, but are not limited to:
Assists the Call Center Manager and Supervisor in the assessment and evaluation of the Call Center Contract Management and Customer Experience.
Identifies critical manpower and human resource shortages and assists in the development of recommendations for corrective action.
Collects and analyzes data to determine effective application of policies and procedures and soundness of organizational and cost procedural patterns established.
Recommends improvements or actions required, identifies more effective methods of collecting/reporting data, explains problems encountered in narrative reports.
Coordinates with operational management analysis, leads, and department heads in arriving at appropriate recommendations.
Helps evaluate, select, and modify statistical methodologies and techniques to determine the most appropriate in order to determine the efficiency, reliability, and feasibility of Call Center processes and programs.
Manages documents and historical records, in the role as a facility record liaison to comply with Privacy Compliance Assurance requirements and VHA directives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2018.
Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE OR EDUCATION
Must have at least one year of specialized experience equivalent to the GS-7 level in the Federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of experience may include: conducting studies related to efficiency and effectiveness of program operations; performs analytic and evaluative work to generate alternatives and make recommendations; develops recommendations for corrective actions and methods to achieve efficient and effective operations; prepares and presents briefings to management. - OR - Must have a Master's Degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. - OR - LL.B. or J.D.
You will be rated on the following Competencies for this position:

* Self-Management:
Sets well defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.

Understands the VA's mission and uses this knowledge to guide actions; provides outstanding customer service and represents the organization effectively.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
The work is basically sedentary with some standing, stooping, reaching and lifting up to 20 pounds. The employee is required to work with computer equipment which impacts on hand and wrist motions.
