Duties
Summary
This position is located in the Operational Support Division, Office of Overseas Protective Operations, Bureau of Diplomatic Security.

The incumbent serves as the Financial Management Specialist, with responsiblities of providing financial planning, analysis, monitoring and reporting in support of the Division's financial management programs.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).
Responsibilities
-Advises and assists OPO management in negotiating the financial terms and conditions of interagency agreements that are used to collect reimbursements for protective services.

-Monitors resources utilization for protective services provided at high threat posts through reviews of financial reports to ensure that spending is consistent with financial plans.

-Leads audits and reviews of financial management activities of high threat posts. Identifies opportunities for improving the management of protective services funds and recommends specific actions to effect improvements.

-Evaluates cost estimates for procurement requests and contract proposals to provide adequate justification and consistency with approved overseas protective security program budgets, goals, plans and priorities.

-Conducts comprehensive analyses of financial needs of Worldwide Protective Services (WPS) program including both short and long term needs. Develops estimates of financial planning documents that serve as blueprints for the development and execution of the WPS budget.

-Experience with financial management requirements to prepare financial plans, monitor expenditures and collect reimbursement for a security program.

-Experience with procurement and contractual rules, regulations, and policies.

-Experience analyzing and evaluating financial needs, trends, and forecasting future financial requirements.

-Experience performing audits and evaluations of financial matters.
