This position is located in the Office of Procurement and Logistics Office (10NA2) in the Veterans Health Administration (VHA). The position has broad program/project management and oversight responsibilities in logistics operations. Major duties and responsibilities include but are not limited to: Serve as the Deputy for the Program Manager.
Manage specific projects within the program as assigned.
Take the lead in coordinating and developing stakeholder support and resourcing to meet program needs and objectives.
Administer, develop, implement, and maintain policies, regulations and procedures that affect the program and its associated activities.
Communicate and coordinate with other related Program/Project Managers, matrix support organizations, user communities, senior leadership, other government agencies and contractor partners in support of program execution.
Develop staffing/resource requirements for operational effectiveness and efficiency of administrative and managerial programs.
Oversee and coordinate with internal and external Work Groups to determine program/project direction, goals, service levels, priorities and deadlines for each initiative within the respective program.
Manage multiple projects, determine goals and objectives that need emphasis, develop measures to evaluate performance, make recommendations for program/project improvement, manage resources and assure implementation and adoption.
Lead efforts to identify and implement Supply Chain Modernization data and application solutions.
Oversee functional HR activities such as succession planning, career counseling, and performance feedback.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying knowledge of all program management and logistics concepts, practices, tools and operations; communicating effectively and navigating organizational boundaries at any level; managing a work force responsible for executing projects/programs; and planning and executing, and integrating logistics operations with program management, acquisition, fiscal/budget, clinical and administrative activities across the enterprise.
Preferred: Federal Acquisition Certified in Project/Program Manager (FAC-PPM) at the Mid-level and/or possess Project Management Institute Project Management Professional Certification
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities.
