*vacancies in the Human Resources Management Service located at the North Florida/South Georgia Veterans Health System.

Responsibilities
POSITION OVERVIEW
: Functions as a Human Resources Assistant in labor and employee relations, Human Resources Management Service, in a health system complicated by geographic dispersion (multiple sites) and multiple bargaining agreements whose eligible members vary from site to site. Provides assistance to the Labor Relations Specialists. Duties to include but are not limited to:
Obtains and compiles statistical information relating to labor relations regulations, principles and practices.
Collects and maintains records and fact-findings and prepares and submits reports, letters and case files within established timeframes.
Works closely with EEO/Mediation Office to ensure requests on specific cases are completed with necessary documentation and fact-findings.
Prepares disciplinary actions for reviewing of appropriateness, equity, legality, procedure requirements and uniformity in application throughout the NF/SGVHS.
Prepares medical center staff and managers to appear as witnesses during hearings and appeals ensuring that all individuals involved are given appropriate and timely notification for case presentation.
Makes necessary arrangements for adverse action, grievance and other complaint hearings to ensure hearings are conducted in accordance with VA procedures.
Maintains logs, work status reports, current EEO lists, unfair labor practice case list and contacts staff, supervisors, management officials, and union officials as needed to ensure time requirements are adhered to and information is easily retrievable.
Prepares files for cases to be presented to MSPB, FLRA, ORM, and arbitration as requested. When additional research is required, corresponds with requesting office to ensure case research is accomplished within specific time frame.
Arranges suitable space and equipment to accommodate hearing procedures. Case witnesses are given all-important information relevant to the specific hearing.
Provides assistance to employees informing them of their appeal rights and procedures to be followed regarding discipline and grievance issues.
Assists specialists in preparing and presenting employee and labor relations training.

Physical Demands:
No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
Work Environment:
The work area is adequately lighted, heated, and ventilated. The work environment includes everyday low risk or discomforts which require normal safety precautions typical of offices, meeting and training rooms, or commercial vehicles.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,
Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05, for a GS-07 position you must have served 52 weeks at the GS-06 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
You may qualify based on your experience and/or education as described below:
* Specialized Experience for GS-06:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for this occupation as described in the duties above.
* NOTE:
There is no educational substitution at this level.
* Specialized Experience for GS-07:
You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation as described in the duties above.

You will be rated on the following Competencies for this position:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
