Summary

The position is located within the Pathology and Laboratory Medicine Service at the VA Northern California Health Care System, Martinez, CA. You will perform work within the clinical laboratory. You will collect specimens, receive and process specimens and pack specimens for shipment including referencing laboratory testing. You also will be performing duties in the clinical laboratory involving tests and examinations using the techniques of medical laboratory practice.

Work Schedule: Monday-Friday 9:30 am - 6:00 pm

Responsibilities

Your duties can include but are not limited to the following:

Draws blood from outpatients for requested laboratory tests. Uses special drawing techniques and assuring that proper tubes are used.

Collects timed specimens such as growth hormone, peak and trough drug levels, glucose and lactose tolerance specimens.

Knows first aid procedures for the care of patients who become sick, arrest, or faint while having blood drawn.

Receives all requests for testing into the laboratory.

Verifies the accuracy and completeness of the request.

Interacts with clinic personnel to correct discrepancies.

Enters all requests into the computer system.

Receives all samples for testing into the laboratory, verifies proper patient preparation, sample collection, and sample transport requirements for all laboratory tests.

Prepares reagents, assembles equipment, calibrates instruments and analyzers, and performs preventive maintenance and instrument function verifications within parameters defined in technical manuals.

Maintains laboratory facilities and equipment and controls supplies.

·Answers incoming calls for Laboratory Services.

Maintains files of computer printed order entry forms and results of testing, per policy.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical,microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g. biological laboratory technician work, that required application of the methods and techniques for the positions being filled.. OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have .MUST possess four (4) years of successfully completed education above the high school level leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45-quarter hours, or the equivalent in a college or university,or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business secretarial, or technical school. (Transcript Required) OR,

Combination: Applicants may also combine education and experience to qualify at this level. You will be rated on the following Competencies for this position: MUST possess a combination of experience and successfully completed education to meet the total experience requirements to qualify for the Medical Technician. For example, an applicant with six (6) months of appropriate experience equivalent to GS-4 (50 percent of the experience requirement for GS-5) and two (2) years of successfully completed education above high school, as is describe above, (50 percent of the education requirement for the GS-5) would be qualified for a GS-5 position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The Office of Personnel Management (OPM) Group Coverage Qualification Standards for Technical and Medical Support positions apply to this position in conjunction with the Individual Occupational Requirements for Medical Technician Series, 0645.

Physical Requirements: The work requires extensive and recurring physical exertion such as standing for long periods of time, bending, standing, lifting (less than 40 pounds), walking, stooping, and stretching.
