This position is part of the San Bernard National Wildlife Refuge. As a Range/Forestry Technician (Fire) you will be responsible for wildland fire suppression/management/control.

Firefighter position requirements: This position is approved as a primary firefighter position for coverage under the special CSRS and FERS retirement provisions of 5 USC8336(c) and 5 USC 8412 (d).

This position is categorized under the Interagency Fire Program Management (IFPM) Standard as a Senior Firefighter (SFF). Responsibilities

As a Range/Forestry Technician (Fire), you will be responsible for:

Actively participates in fire prevention, suppression, and prescribed burning.

Performs fire prevention activities such as patrolling to gauge fire potential and occurrence, distributing literature explaining the fire prevention program to the public, and preparing fire reports.

Instructs and provides on-the-job training to personnel in the use of wildland fire control equipment, methods, and safety procedures.

Operates wildland fire engines weighing up to 18,000 pounds gross vehicle weight (GVW). Operates engines over 18,000 pounds GVW in the absence of regularly assigned personnel.

Assists in maintaining records of fire time and attendance work done by fire crews, and related activities.

Physical Demands/Work Environment:

Firefighting is extremely arduous and hazardous. The work requires strenuous physical exertion, including carrying heavy objects, walking, climbing, bending, stooping, hacking through underbrush and using heavy tools for long periods of time. Most work is performed outdoors in a forest and/or rangeland setting. Terrain ranges from flat and swampy to steep and rocky and is often covered with thick, tangled vegetation or various trees and grasses. Temperature extremes, smoke, and dust are frequently severe. The hazardous nature of the work requires the use of protective gear and clothing (boots, hard hat, nomex clothing, gloves, etc). The work is typically performed in isolated locations, which are often away from roads and water sources; camping is necessary for extended periods.

The Land Management Workforce Flexibility Act (Act),P.L. 114-47, allows certain individuals (land management eligible) who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete for permanent positions in the competitive service when such agencies are accepting applications from individuals within the agencies workforce under merit promotion procedures:

Current appointees:

·Must have been hired under competitive examining procedures to a time limited appointment with a land management agency,

·Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; AND

·Must have performed at an acceptable level during each period of service

Former appointees:

Selective Factors: Applicants must possess all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:

1. Meet the NWCG qualifications for Senior Firefighter (SFF); Firefighter Type 1 (FFT1) and Intermediate Fire Behavior (S-290)

Firefighter position requirements: This position is approved as a primary firefighter position for coverage under the special CSRS and FERS retirement provisions of 5 USC8336(c) and 5 USC 8412 (d).

2. Primary firefighter positions include the following age requirements:

Under age 37 -OR- less than age 37 after subtracting the months of Federal Service worked in a primary or secondary firefighter/law enforcement position

-OR- a veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement -OR- eligible under the Land Management Workforce Flexibility Act, older than 37, and requesting a waiver to the maximum age requirement.

Qualifications

BASIC QUALIFICATIONS:

GS-4:

A. 6 months general experience and 6 months specialized experience

OR

B. Completion of 2 years above high school with courses related to the occupation. Examples of qualifying specialized experience include: Forestry aid or technician work. Engineering, range, or soil conservation technician work that involved the application of cultural, resource conservation, or land management practices on nonforest or ranch lands when combined with knowledge of forestry operations and equipment. Farming or ranching work that involved application of cultural and soil and water conservation practices, including safety and use of equipment, and that provided a basic understanding of land use. Forest or range fire control, prevention, or suppression work.

GS-5:

A. At least 1 year specialized experience equivalent to a GS-04 in the Federal Service. Examples of specialized experience may include: participate in fire prevention, suppression, and prescribed burning; prepare fire reports; instruct and provide on-the-job; dispatch personnel, supplies and equipment; operates wildland fire; maintain records of fire time and attendance work done by fire crews

OR

B. Successful completion of a full 4-year course of study leading to a bachelor's degree with a major degree as described in OPM's Individual occupational requirements for either the 455 or 462 series

OR

C. An equivalent combination of the specialized experience and education described above.

Specialized Experience (for positions at GS-4 and above): In addition to the experience requirements described in the group coverage standard, seasonal experience may also be creditable. A season of experience is considered to be a period of no less than 3 months of continuous employment on a seasonal basis. Shorter periods may be combined to make a season, provided a total of at least 3 months' experience is shown. For any period where the work exceeded 3 months, the excess work is credited towards an additional season of experience. Four seasons of experience are qualifying for GS-4.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-05. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-05. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Public Land Corps Hiring Authority:

(1) Eligibility: In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and that they meet the following criteria:

Knowledge of fire behavior including causes of wildland fire, influence of temperature, humidity, wind, topography, slope and fuel moisture conditions, and fuels in order to know where to attack the fire, build fire line, where to be positioned to manage a wildland fire, and to identify hazards.

Skill in use of hand tools such as Pulaskis, shovel, McLeod; and power tools including chainsaw, portable pumps to build fireline, control wildland fire, and maintenance of specialized equipment.

Skill in oral communication sufficient to effectively interact with people at all levels, internal and external to the organization, including the public to include knowledge of fire terminology to communicate with other crew members.

Skill in written communication sufficient to effectively interact with people at all levels, internal and external to the organization, including the public to include knowledge of fire terminology to communicate with other crew members.

Knowledge of policy and procedures concerning fire management, safety, vehicle and equipment utilization, procurement, communications, training, and personnel.
