This position is for a Supervisory Housekeeping Aid in Environmental Management Service at the Dayton VA Medical Center
. The incumbent of the position performs the following major duties and responsibilities on a regular and recurring basis:

Major Duties/Responsibilities:
Plans weekly or monthly work schedules and sequence of operation for subordinates establishes deadlines and priorities, on the basis of general work schedules, methods and policies established by higher levels of supervision. Determines how many assignments can be done concurrently or which must be delayed; the number and types of employees needed, considering skills and personnel available to do the work; and the availability of materials and equipment required. Makes work assignments based on available personnel and materials to fulfill schedules for designated areas.
Additional duties and responsibilities for this position includes but is not limited to
; Motivates subordinates to operate as an effective working unit selects individual workers and assigns the work or tasks to be performed explains work requirements, methods, and procedures as needed defines the standards of work quality and quantity to be met. Instructs subordinates on challenging work operations. Reviews work while in progress or in completion. Changes work plans, work assignments, and methods as necessary to reduce or control costs. Determines equipment, material, and maintenance as required. Assures that material are ordered and delivered to work sites to prevent delay of work. Coordinates the work of the unit supervised with other units that may be involved. Gives direction to employees by instruction and follow-up concerning correct methods and procedures. Inspects and reviews work of subordinates for quality and quantity of production.
Schedules and approves leave requests of subordinates. Sets performance expectations of subordinates and makes formal appraisals of their work performance. Determines training needs and counsels' employees. Initiates recommendations for promotion or reassignment of subordinates. Adjusts informal complaints and grievances through discussion with employees and union representatives. Initiates disciplinary actions as needed (admonishments). Insure employees observe regulations and rules on housekeeping conduct and safety. Maintains production reports and records, keeps alert to unusual situations and resolve them.Normally supervise up to 17 WG-2, 5 WG-3 Housekeeping Aides, paid Therapeutic/ Constructive Patient Members, and students under co-op arrangements.Performs other duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2018.
EXPERIENCE:
A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C.
SCREEN-OUT ELEMENT:
Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
* Element 73- Ability to lead or supervise. (screen out)
* Element 25A- Work practices (Includes keeping things neat, clean, and in order).
* Element 75B- Ability to interpret instructions. Specifications, etc.
* Element 81- Ability to use and maintain tools and equipment.
* Element 86- Dexterity and Safety.
1. Motivates subordinates to operate as an effective work unit. Explains work requirements, methods, and procedures as
needed. Instructs subordinates on challenging work operations.
2. Manages employees time while monitoring sick and annual leave availability before granting.
3. Work with customers to ensure no formal complaints are filled with EMS office by establishing a professional and friendly
working relationship and resolve issues at the lowest level to prevent escalation.
4. Applies management skills to make work assignments based on available personnel and materials to fulfill schedules for
designated areas.
5. Remains proactive in management of staff training. Ensures all staff receives mandatory training prior to its expiration and
addresses all noncompliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions:
Overall duties require the incumbent to be in good physical condition as the incumbent must remain on his/her feet for long periods of time while walking, standing, stooping or lifting. Normally works on inside of building. Incumbent has responsibility to inspect patient areas including isolation.

Receiving Service Credit or Earning Annual (Vacation) Leave:
Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
