If you are a responsible program coordinator, with a strong background in planning, organizing, accomplishing utility operations and maintenance functions, and are looking for a challenge, then apply to this RV/Unhoused Wastewater Program Coordinator position!

Seattle Public Utilities (SPU) is hiring a motivated, inventive, data-driven, and empathetic professional to lead the City's wastewater services for the RV/Unhoused program. The RV/Unhoused Wastewater Program Coordinator works with an assistant to run, evaluate, and adapt the RV/Unhoused wastewater program as well as in coordination with the city efforts supporting this community. The work is primarily accomplished by being out in the RV/Unhoused community, building rapport, and providing wastewater services to those in need. Key partners for the work include Saint Vincent de Paul, Reach, as well as other like-minded partners. The work being performed is a mix of fieldwork directing contractors pumping wastewater as well as office work that includes grant maintenance, reporting, presentation, and contractor invoice management.

Job Responsibilities

Administrate the City’s RV Wastewater Pump-Out program:

Performing Ecology grant work including ensuring the required enhancements to the program are accomplished or tested and through invoicing Ecology.

Reviewing United Site Services (USS) septic hauler invoices and assessing their work.

Utilizing the General Fund for drinking water deliveries.

Participating in KPI weekly numbers, presentations, interdepartmental meetings, and develop program enhancements.

Coordinating with existing City of Seattle programs providing services to the homeless, including interdepartmental teams, Seattle Parks & Recreation, Seattle Department of Transportation, Seattle City Light, Seattle Police Department, Clean Cities, Department of Neighborhoods, and Finance and Administrative Services.

Investigating the feasibility of static location RV dumping and develop as appropriate.

Fieldwork:

Directing United Site Services (USS) septic hauler wastewater pumping.

Distributing and collecting questionnaire surveys of those contacted.

Issuing out the delivery of drinking water.

Partnering with Seattle Clean Cities and non-governmental community support groups like Saint Vincent de Paul and Evergreen Treatment Systems REACH.

Direction of staff:

Ensuring the field work is done safely, correctly, and with the appropriate staffing support.

Maintaining good relationships with partners who also serve this community.

Program data entry:

Performing computing functions with software e.g., Dynamics CRM, Resco, and Microsoft Excel.

Data sharing:

Presenting successes and lessons learned from the program.

Finding and developing ways to map and share routes and other findings from the work.

Presenting Shareable RV spill reports.

Qualifications

Experience:

Three (3)

years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development activities.

Education:

A b

achelor’s degree in planning, urban design, environmental studies, public administration, or related field (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class).

Education and Experience Equivalency:

Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

Work environment:

Site visits in areas populated by people experiencing homelessness.

Working with a direct contractor in pumping out RV Wastewater holding tanks.

Work is split between time in an office environment and site visitations.

Frequently outdoors in all weather conditions and in adverse terrain.

Schedule to include occasional weekends and evening obligations.

Site visitations can deal with hazardous material handling.

Direct sewage pumping by contracted hauler.

License:

At the time of appointment must hold a valid Washington State Driver License

The ideal candidate may possess:

Excellent communication skills across multiple channels dealing with customers of varying levels of understanding on subject matters.

Experience in a lead capacity on projects of relative capacity.

Expertise in communication and advocating with local policymakers.

Experience developing and managing budgets and implementing grants.

Outreach implementation, marketing, and customer education experience in related fields.

When we provide our Services to our Customers, the Customer generally controls and manages the personal data, and we process personal data as a data processor or service provider. For instance, if you apply to a job or your employer utilizes our Services to manage their relationship with you, the personal data collected about you is generally controlled by the employer (our Customer). Information Collected When Using the PowerLine Application

Our purpose in providing the PowerLine Application (“App†) is very simple: to help you maximize your mental wellbeing. Our commitment to protecting your privacy while using the App comes from a deep awareness of the sensitivity of information regarding one’s mental wellbeing. If your employer has sponsored your access to our App, we will only collect from you the minimum personal information necessary to set up your initial access to the App (name, email address). For instance, when a job applicant responds to a job posting, we will share your personal data with the employer in order to facilitate the job search and hiring process. If your current or former employer uses one of our Services, personal data you input into those Services is accessible by that employer’s end users - subject to the security and access controls set up by the employer.

To Service Providers.

We share personal data with services providers to provide services on our behalf. For instance, we use service providers to facilitate our support services, data security, email, web hosting, research and analytics, data enrichment services, deliver and help us track our marketing and advertising content, process credit card payments, deliver payroll processing and disbursements, coordinate our customer conferences, and manage our sales and customer relations.

Upon making your personal data available to an employer (our Customer), your personal data may be controlled by our Customer. In this regard, we are a data processor for personal data Customers maintain have us process, and your data rights are subject to our Customers’ internal policies. For these reasons, we are not in a position to directly handle data requests for personal data controlled by Customers. You should contact the Customer regarding personal data they may hold about you and to exercise any data rights you may have. We will cooperate with such inquiry in line with applicable law and our contractual obligations with the Customer.

If you are a job applicant that deletes your profile with us, your personal data will be removed, anonymized, or de-identified with our job applicant database; however, your data may persist within the applications you previously submit to our Customers until Customer disposal. Job applicants should contact the Customer they sent the application to if they seek enforcement of eligible data rights in that application.

Information on Children.

These Services are not directed at children under the age of thirteen (13) and we do not knowingly collect personal data from children under the age of thirteen (13). If we become aware that we have inadvertently received personal data from a person under the age of thirteen (13), we will delete the personal data from our records. If you believe that we have collected personal data from a child under 13 without parental consent, you may report this to us using any of the privacy support emails listed at the end of this Policy.

If you are a California resident under 18 years old, you have the right to remove personal data you have posted to our Services.
