Responsibilities

The VA Northern California Health Care System (NCHCS) is comprised of a Medical Center and Ambulatory Care Clinic in Sacramento, Rehabilitation and Extended Care facility in Martinez, Outpatient Clinics in Martinez, Fairfield, Oakland, Sacramento, McClellan, Redding, Chico and Mare Island, a Substance Abuse Treatment Center in Oakland and a Day Treatment Center in Martinez. The incumbent is assigned Quality Management, Medical Staff Office (MSO) - Credentialing and Privileging (C&P).

The incumbent serves as a resident expert on the hospital's Medical Staff (MS) processes and accreditation standards and as a consultant on MS accreditation programs, which is responsible for ensuring compliance with Credentialing and Privileging (C&P) requirements of VAHQ and JC. The incumbent receives supervision from the Medical Staff Officer; however, routine work is performed independently in accordance with the overall program objectives of the Quality Management/Medical Staff Office and the Director's Office. The incumbent refers problematic situations to the Medical Staff Officer.

Major Duties and Responsibilities Include -

Analyzes and coordinates short, mid and long-term range plans and programs in support of the Health Care System Credentialing/Privileging Program.

Assists with developing new policy requirement and regulations which provides guidance used for application in performing a wide variety of privileging credentialing activities and projects related to performance improvement.

Assists with developing new policies and procedures and initiates revisions to existing documents to ensure integration of credentialing/privileging and TJC functions in accordance standards and requirements.

Reviews processes, analyzes data from internal reviews, addresses any noncompliance issues noted and reports them to the Medical Staff Officer.

Credentials and privileges Licensed Independent Providers (LIPs) according to medical center policies, Standard Operating Procedures and Medical Staff Bylaws in compliance with VHA and TJC regulations.

Acts as liaison with Department/Service Chiefs, Clinical Directors, administrative officers, contractors, and academic affiliates and human resources regarding health care provider/practitioner medical staff appointments and credentials/privileges management.

Manages credentialing and privileging functions for appointment, reappointment, and change in status of appointment processes for Licensed Independent Providers (LIPs), to include all full-time, part-­time, without compensation, contract (consulting and attending), and fee basis appointments including but not limited to physicians, dentists, psychologists, optometrists, podiatrists, chiropractors, and Allied Health providers including but not limited to advanced practice nurses, physician assistants, and clinical pharmacists.

Serves as subject matter expert including but not limited to VA, VHA, The Joint Commission (TJC), Commission on Accreditation of Healthcare Facilities (CARF) regulations and local policy standards for privileging and subsequent initial, renewal, ongoing monitoring, performance monitoring and categorical privileging/evaluation.

Oversees credentialing/privileging documents to ensure compliance with current regulations, mission and capabilities of the hospital.

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience:

GS-6: Must possess one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. This specialized experience must have been equivalent to the GS-5 level in the Federal service. Examples of qualifying specialized experience include: knowledge of credentialing regulations and policy statements; knowledge to verify eligibility of candidates; skill in communicating information clearly, both orally and in writing; knowledge of grammar, spelling, capitalization, punctuation, and terminology common to the organization supported.

GS-7: Must possess one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. This specialized experience must have been equivalent to the GS-6 level in the Federal service. Examples of qualifying specialized experience include: perform credentialing experience with a high level of independence; ability to deal with new, unusual and ongoing changes; and ability to coordinate activities with other programs.

GS-8: Must possess one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. This specialized experience must have been equivalent to the GS-7 level in the Federal service. Examples of qualifying specialized experience include: providing credentialing and privileging advice for a wide range of operating situations; plans, develops, staffs, and evaluates administrative activities; has the capacity to be the primary advisor for non-routine credentialing and privileging situations.

This position has been developed for recruitment and training purposes in which the incumbent will receive assignments that are designed to develop their skills and knowledge until reaching the next grade level. Work assignments are designed to introduce the incumbent to a full range of duties and responsibilities required by the full next level. The incumbent will apply skills to collect, organize, analyze and present information related to the current and future program workload. As experience and knowledge is gained and competency is demonstrated, the employee is gradually given more freedom to make independent judgments and decisions.
