The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to (SAF/FMB). Plans, organizes, and directs the activities of the Divisions within SAF/FMB Directorates, ensuring that Budget Formulation and Reporting (General, Construction and/or Working Capital Funds); Budget Execution, Policy and Fiscal Control (General, Construction and/or Working Capital Funds); and Foreign Military Sales complies with legal and regulatory requirements and meets customer needs. Develop goals and objectives that integrate organization and functional objectives. Researches, interprets, analyzes and applies Congressional Statutes, Government Accounting Office decisions, Office of Management and Budget Circulars, and Office of the Undersecretary of Defense, Comptroller guidance. Establish policies and procedures for accomplishment of all budget and financial management activities. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinate plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of budget and administrative issues. Will structures assignment to create effective and economical positions. Coordinate with other organization managers and customers as appropriate. Review organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provide advice to supervisor of significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
Exercise supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Appraise subordinate workers performance ensuring consistency and equity in rating techniques.
Represent SAF/FMB with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with OSD, OMB, MAJCOM/FMs, Congressional Staff, SAF/FM and other functional stakeholder's organizations. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training.
Formulates and executes a major segment of the agency budget or a total budget for one or more funds (i.e., O&M, WCF, investment, construction, FMS, etc.) Comprehensive knowledge and understanding of USAF, OSD, and Federal Budget process, including the Congressional budget process is a must.
Develops and maintains automated budgeting and reporting systems. Stay abreast of current financial systems issues, trends, and innovations as they relate to program/budget formulation and financial management. Ensures underlying data structures support the data required to support the Congressional, OMB, OSD, and Air Force users and consumers of Air Force budget formulation and execution information.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

4. This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as condition of employment. This addendum is addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and form that point forward whenever the position is filled.
5. This is a Financial Management Level 3 Certified positon IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-1, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-14) or equivalent. Specialized experience must include financial management and technical expertise to support agency's programs that work with program/budget formulation and execution. Plan, develop, monitor and coordinate the presentation and enactment of the total agency's budgetary program before OSD, OMB, and Congress. Impact of these efforts directly influences the amount of funds appropriated to the organization by the Congress. Work affects the amount, distribution, and sequence of funds supporting all members and programs of the organization on a continuing basis.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The service member's military service dates are necessary in order to determine whether he or she meets the definition of veteran under 5 U.S.C. 2108(1). The certification must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid certification of service with their initial application will be found not eligible.
