This position is located in the Pacific West Regional Office in San Francisco, CA and functions as the authoritative source of internal control activities for the Region. Duties include:
Plan and coordinate all A-123 (programmatic and financial) reviews each year as required by WASO (Washington Office) Accountability team which includes management analyses, assessments and evaluations of the Region's approach and development of needed solutions to the issues identified that relate to Management's Responsibility for Internal Control, Federal Managers Financial Integrity Act (FMFIA), and other applicable laws and regulations relating to program accountability and results that ensure compliance with regulations and guidance.
Conduct preliminary surveys of programs, functions, and/or activities to determine which area to emphasize during park. Analyze pertinent data such as questionnaire results, previous or related reports, and background information to develop work plans.
Lead teams in the review, analysis and evaluation of programs and activities for efficiency, effectiveness and management controls, and determine the extent of compliance with laws and regulations.
Assess the effectiveness of team efforts. Identify trends, recurring situations and applicable findings, and make recommendations for corrective actions. Track and test effectiveness of implemented corrective actions.
Provide training and assistance to other parks and regional offices; participates in various evaluations to provide advice, guidance and assistance in improving the quality of evaluations.
Communicate review findings, concepts and procedures describing analytical techniques, methodology and study findings.
Supervisory responsibilities - perform the full range of administrative and technical supervision for a small supporting staff.
25% or less - Overnight travel may be required up to one week per month.

Direct Deposit: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
Incidental Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
Work Schedule: You may be required to work evenings, weekends and overtime.
Travel: You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
Financial Disclosure: You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: identifying and assessing risks and providing managers with tools and strategies to strengthen internal controls and accountability by: researching and gathering numerical and narrative data; analyzing qualitative and quantitative data about programs and processes; interpreting complex policies for applicability; identifying and developing process improvements for effectiveness and compliance with regulations; communicating concepts, procedures, and findings in concise written formats. You must include hours per week worked.
There is no substitution of education for experience at the grade level(s) of this announcement.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.
This job does not have an education qualification requirement.
Physical Demands: The work is primarily sedentary, although some slight physical effort may be required.
Working Conditions: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel for several days, up to a week may be required.
Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Please note: This is NOT a full-time telework or virtual position. The selectee must report into the San Francisco Regional Office on a regular and recurring basis.
