The position is located in the Systems Solutions Division (SS), Office of the Chief Technology Officer (CTO), Office of the Executive Director (EX), Bureau of Diplomatic Security (DS). The Systems Solutions Division (SS) is responsible for providing policy, program direction, the guiding structure and standards regarding Enterprise Applications. SS provides requirements analysis, design, development, enhancement, and limited technical support for enterprise applications. SS manages projects based on strategic goals and customer requests related to the development and enhancement of information management systems. Systems Solutions also provides configuration management, change control, and quality assurance for the applications developed by the Division.

The incumbent is responsible for providing requirements analysis, design, development, security solutions, enhancement, configuration management, limited technical support and full systems life cycle management for the Bureau’s applications. The incumbent evaluates new technologies, cybersecurity techniques, and software tools for use in enhancing existing or planned software engineering activities that includes preparation of feasibility studies to define secure, alternative means of achieving the most effective and efficient methods for automating DS functions.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

-Ensures that deployed systems are adequately supported throughout the systems’ life cycle management process.

-Serves as a Subject Matter Expert in secure software development, database cybersecurity, and applies expert knowledge of cyber security tools and techniques to define new technology capability solutions that can be employed to protect DS systems and databases, and in particular ensuring DS data is properly protected in all systems delivered to the Bureau.

-Conducts analyses of software systems and solutions to ensure efficient operations of applications across common platforms. Works with stakeholders to identify the need for automation, outline the parameters and characteristics of the system, and ensure that the resulting system meets the needs of the stakeholders.

- Provides authoritative technical guidance to stakeholders on the formulation of requirements for a proposed system.

-Analyzes critical IT systems issues for which state of the art solutions are not readily apparent, formulates program objectives, strategies, and plans that respond to operational needs.

Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

-Experience planning and developing new IT project and life-cycle management methods, to apply cost benefits analysis.

-Experience resolving critical IT software management issues.

-Experience using cyber security tools and techniques to ensure application and database security postures are maintained in accordance with Bureau, Department and Federal cyber security requirements.

-Experience developing metrics to measure IT systems and projects by identifying, assessing, testing, deploying, and evaluating complex multi-faceted systems.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-14 position.
