Responsibilities

As a Operation Research Analyst GS-1515-14 some of your typical work assignments may include: Serves as the Senior Analyst for the Data Analysis, Research and Collaboration (DARC) Branch and Technical Outreach Manager of the Operations Research & Systems Analysis (ORSA) Division in the Joint Improvised Threat Defeat Organization (JIDO).

Tracks, collects and maintains a series of in-house, inherited and contracted databases related to improvised threat, to include improvised explosive device (IED) data. Leads, plans and executes analyses derived from these data sets.

Responds to ad-hoc requests for information. Coordinates, facilitates and guides the collection, merging and storage of data.

Applies objective, analytical, and orderly thinking to the analysis of complex problems, and supports this analysis with the full suite of ORSA tools and techniques to include statistical inference, data mining, modeling, mathematical programming, time series analysis, non- parametric statistics, query-language programming, and simulation.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515 series.

Degree:

in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

AND

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

Compile objective data for acquisition decisions, studies, system comparisons, analytic models, or war games.

Apply a variety of analytical techniques in gathering, analyzing and evaluating complex data and developing appropriate outreach to advance counter-IED and counter-threat efforts. Consolidate ill-defined problems with limited available data into actionable tasks, research designs, and study methods.

Apply commonly available statistical analysis and software tools to extract, maintain, and transform large, complex data sets, to include conceptualizing and programming methods for data analysis and presentation. Lead teams by managing the workload and by coaching and mentoring team members.

Perform tasks to correct deficiencies or to improve the performance of systems, processes, or operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
