Serves as a Purchasing Agent responsible for a wide variety of complex materials, supplies, services, construction and equipment using SAP.
Analyzes information for pre-solicitation packages and, through independent research, uses specialized technical knowledge to validate the accuracy, completeness, and reasonableness of presolicitation packages.
Prepares and posts solicitations, compiling applicable clauses and ensuring accuracy.
Conducts contract administration to ensure proper fulfillment of the obligation and has extensive oversight of contract performance through frequent contact with Contracting Officer Representatives (CORs) and contractor.
Performs Contract Close Out activities such as reviewing completed official contract file to ensure that all contractual actions are satisfied, no litigation actions are pending, and the contract is completed in every aspect.
Analyzes administrative requirements and identifies and executes modifications as necessary.
Occasional travel - Travel 1-2 days per month may be required for this position.

Specialized Experience for GS-06: Defined as experience processing purchase requests utilizing automated software.
GS-07: In order to qualify for the GS-07 grade level, your resume must reflect one year of specialized experience equivalent to at least the GS-06 grade level in Federal service.
Specialized Experience for GS-07: Defined as experience procuring a variety of supplies on the open market and reviewing and processing purchase requests utilizing automated software.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.

KSA# 3. Skill in analyzing descriptions that have unique aspects and many critical characteristics to identify problem areas in specifications or work statements, determine if quotations are responsive, or decide if substitutions are acceptable or should be referred to other personnel for further review.
