Responsibilities

The position is located in the Human Resources Management Service, Employee Relations Section, Dorn VA Medical Center, Columbia, SC providing advisory and technical services in employee and labor relations..

The Employee Relation/Labor Relations Specialist position is under the supervision of the LR/ER Supervisor, Human Resources Management Service. When performing Employee Relations functions, the incumbent performs administrative, evaluative and technical work concerned with establishing and maintaining effective employer-employee relationships that contribute to the satisfactory productivity, motivation, morale and discipline. Work involves providing advice and assistance to employees and managers, program administration, research and case management in matters related to conduct, performance, attendance and dispute resolution. Duties for this position include but are not limited to the following: Maintains agency OWCP case files, responsible for compiling and analyzing statistical data to determine trends in costs and types of injuries resulting in compensation claims.

Performs duties supporting the facility's retirement program, resolves problems in the local administration of the program, and determines the appropriate treatment of retirement issues that are moderately complex.

Advises and assists employees and supervisors on employee relations issues up to and including those which are sensitive, serious or controversial.

Provides information on employee rights and obligations. Maintains expertise in assigned program areas by keeping abreast of the latest changes in Federal and agency regulations and case laws.

Responsible for the administration and oversight of the medical center's injury compensation program that includes a network of satellite outpatient clinics. Provides technical guidance to managers, supervisors, and employees.

Work Schedule:

Monday - Friday 7:30 a.m. - 4:00 p.m. or 8:00 a.m. - 4:30 p.m.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience as described below:

* Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experienced is experience gained typically in a civilian human resources setting in which the employee serves as a subject matter expert, independently carries out the assignments in conformance with accepted policies and practices; adheres to instructions, policies, and guidelines in exercising judgment to resolve commonly encountered work problems and deviations; and brings controversial information or findings to the supervisor's attention for direction. Examples includes experience in providing advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, dispute resolution, workers' compensation, and retirement. Specialized experience also includes experience in establishing and maintaining effective relationships - including the use of non-traditional collaborative approaches - with labor organizations that represent Federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of labor relations matters. Experience includes experience in drafting organizational policies and standard operating procedures.

You will receive credit for all qualifying experience, including volunteer experience.

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

The work is sedentary and requires no special physical abilities. It may involve some walking, standing, bending, or carrying or light items. Occasional travel to facilities within the Network may be required to attend meetings and conferences and to conduct HR work.
