As a member of of the EXRM team, you will support specific internal organizations in a functional area of human resources. As a specialist in the Office of Human Resources Management, you need to be a self-starter, resourceful, and capable of working independently. Your communication, customer service, and collboration skills must be excellent. You should also be creative, a risk taker, and use discetion when dealing with sensitive personnel matters. You will provide a full range of professional HR services and policy development/interpretation in the following areas: Employee Relations (Discipline, Adverse and Performance-Based Actions), Suitability, Labor Relations, Leave Management, Awards, Telework, Drug Testing, OWCP, Work/Life Programs, and Performance Management.

Background Investigation Required.

This appointment requires completion of a one year probationary period unless you have previously successfully completed a probationary period that meets the following: 1) in the same agency, 2) in the same line of work (determined by the employee’s actual duties and responsibilities) and 3) contains or is followed by no more than a single break in service that does not exceed 30 calendar days. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service (time-in-grade). Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Applicants must meet the time-in-grade requirements of the position within thirty (30) days of the closing date of this announcement.

Qualifying specialized experience must include:

GS-13: Interpreting Federal human resources policies and determining their effect on the agency personnel security/suitability program; resolving complex human resources issues and providing guidance to management on disciplinary, adverse, and performance-based actions; or administering and implementing agency level employee and labor relations programs.

The specialized experience must be fully described in the duties section of your resume in order to receive credit.
