Incumbent serves as the Support Operations Director, Marine Corps Community Services (MCCS), MCAS Yuma AZ. The Support Division is operated primarily to provide support functions to the Business Operations, Semper Fit, and Marine & Family Services Divisions within the MCCS Department. The Support Operations Director reports to the MCCS Director.

Summary of Duties: As a senior administrative and technical advisor to the MCCS Director, the incumbent is directly responsible for the development, implementation and management of the programs and branches within the Support Division, ensuring compliance with all established orders, directives, operating procedures and policies. Provides management direction as it pertains to the implementation of capital improvement strategies. Provides direction in creating measurement and forecasting models to monitor and predict financial and operating performance of all assigned programs and for correcting inadequate or failed functions.

The incumbent does not personally direct the day to day operation of the branches under her/her supervision; but rather is expected to shape and sustain an environment most conducive to the successful performance of the support functions. Responsible for strategic planning, program management, and administration of the division by coordinating efforts of seven Branches and one program to include: Human Resources, Finance, Management Information Systems, Marketing, Asset Management, Operations/Project Management, Program Analysis, and oversight for the regional Installation Procurement Coordinator. Responsibilities involve planning, marketing, supporting, and implementing quality programs and facilities that enhance the ‘quality of life’ for permanent active duty, rotational and reserve service members, family members, and other authorized patrons. The support division supports three other divisions, encompassing 80 different programs and facilities.

In collaboration with the MCCS Director and enterprise executives, the incumbent provides input and advice on the development and implementation of the organization’s Strategic Business Plan and other initiatives as required. Supports the MCAS Yuma Command with management tools such as statistical reports and background information. Works closely with other Division Directors to ensure the responsible use of manpower and that facilities and equipment are maintained at a very high level of quality.

In the absence of the MCCS Director, the Support Director may be tasked to represent the organization to members of the local community, other MCCS Commands on matters concerning projects and programs and HQMC MR. Sets priorities and establishes methods/timeframes for the accomplishment of assigned projects and programs. Assists the MCCS Director in directing expansion, relocation or discontinuation of services or activities consistent with requirements and program objectives. Prepares proposals for increased funding support and justifies changes as required. Establishes and monitors the integrity and efficiency of internal controls and standard operating procedures.

Identifies functional support problem areas where improvement in services is needed. Provides assistance and direction to individual program managers on operational and financial matters. Develops and/or revises long-range plans and policies impacting the serviced community. Examines and makes recommendations concerning expansion, relocation or discontinuation of subordinate activities.

Bachelor’s degree in business management or a related field or a combination of education and work experience plus a minimum of five years executive level management experience that demonstrates the ability to formulate large comprehensive operating and capital budgets and assist in attaining the operating and financial objectives of a medium, multi-million dollar business organization. Must possess exceptional oral and written communication skills, as well as effective interpersonal skills in order to facilitate interaction with high-ranking military and civilian government officials. Hands-on management experience and program oversight of similar support functions. Demonstrated experience with analyzing industry trends and recommending organizational improvements through the application of effective and innovative financial management, logistics, personnel management and information technology services. Demonstrated experience in dealing with situations requiring effective leadership, guidance, and/or constructive coaching of associate staff. Experience and knowledge of appropriated and non-appropriated fund regulations pertaining to both fiscal and personnel matters is highly desired.
