Summary

This position serves as an Accounting Technician at the VA Greater Los Angeles Healthcare System (VAGLAHS), Community Engagement and Reintegration Service (CERS). The primary purpose of this position is to maintain the General Ledger Control Accounts and Subsidiary Records for General Operating Expense Appropriation, General Fund Receipts and Suspense Account Funds for the CERS organization.

Work Schedule: Monday - Friday, 8:00am - 4:30pm

Responsibilities

Examines, verifies and maintains financial accounts and accounting data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data.

Determines the general ledger accounts, journals, and subsidiary accounts affected, and the debit and credit entries to be made.

Posts and maintains manual and computerized ledgers and related subsidiary journals.

Receives and analyzes various types of documents to determine propriety, validity, budget, expenditure limitation, completeness and correctness of account data.

Performs maintenance, auditing and reconciliation of the general and subsidiary ledger accounts, for the preparation of accurate and timely reports, and for the control of funds.

Prepares all necessary documents for transfer of funds

Develops estimates of the accruals for personal services and other services and codes the information into the system.

Ensures timely preparation of all reports for Department of Treasury, agencey and local management.

Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at theGS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is experience maintaining financial accounts and accounting data; classifying accounting transactions; determining general ledger accounts; and performing audit and reconciliation of general and subsidiary ledger accounts for preparation of reports.

You will be rated on the following Competencies for this position:

Knowledge of accounting regulations, practices, procedures and policies related to various accounting regulations, laws and requirements to ensure compliance.

Skill in the use of computerized accounting system to manually post and to follow individual funds and specific monies from initiation through expenditure stages and to trace discrepancies in the system.

Ability to analyze and determine action to be taken on a variety of invoices, analyze reports and miscellaneous documents and to categorize various items within a vast network of cost centers, cost sub-accounts, and analysis accounts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary with some carrying of computer reports, boxes, and ledgers.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
