Summary

This position is located in the United States National Arboretum (USNA), Office of the Director. The USNA is a collections-based research facility and public garden administered through the United States Department of Agriculture (USDA), Agricultural Research Service (ARS) whose mission is to enhance the economic, environmental, and aesthetic value of ornamental and landscape plants through long-term, multi-disciplinary research, conservation of genetic resources, and interpretive gardens and exhibits.

Major Duties may include, but are not limited to:

The incumbent coordinates and implements with the Director’s Office and other Unit Leaders in the physical safety, security, and environmental management programs at the USNA. Serves as the USNA Facilities Unit Leader overseeing facilities and construction management activities, structural mechanical and electrical installation, alteration, repair and maintenance of USNA facilities. Manages the continual facilities upgrades as construction, repair and maintenance activities funded through Center repair and maintenance (R&M) assessments, HQ funding and external stakeholders.

Selective Service Registration is required for males born after 12/31/1959.

A 1-year probationary period is required.

You must be a US Citizen or US National.

Satisfactory background investigation and/or fingerprint check.

Incumbent wears protective equipment and cold weather clothing as required.

Must possess and maintain a valid State license.

Must possess and maintain USDA Acquistion Workforce COR certificate.

Must be available for on-call emergency facility responses.

• Subject to satisfactory completion of a one year supervisory/managerial probationary period.

Qualifications

Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:

GS-12: One full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service.

- Experience in engineering disciplines to include technical and economic factors involved in design, construction, operation, repair and maintenance of a collections-based research facility and public garden.

- Experience managing operation of building systems, including structural, mechanical, electrical, HVAC, and water systems, and maintenance and inspection scheduling needs.

- Experience in managing a complex federal facility that encompasses public and private functions, and their coordination across other federal agencies, state, and local governments.

- Experience providing comprehensive analyses, reports, and communications regarding functions, requirements, practices, and solutions to resolve complex and interrelated facility issues.

- Experience incorporating changing technological developments, funding constraints, or conflicting requirements in facilities management and construction projects without compromising design, engineering, or aesthetic components.

Supervisory/Managerial Competencies - the following KSAs will also be used to evaluate candidates in the interview and selection process:

1. Ability to lead and accomplish work through others (i.e. team building, conflict management, cultural awareness, strategic thinking, technology management, and political savvy.)

2. Ability to communicate with individuals or groups from diverse backgrounds in a variety of situations.

You will be evaluated for this job based on how well you meet the qualifications above.

Contracting/Procurement – Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration.

Physical Security Practice, Principles and Techniques- Knowledge of the practice, principles, techniques for providing physical security for a large complex facility.
