Summary

This position is located in the National Weather Service (NWS), National Centers for Environmental Prediction (NCEP), Central Operations, Operational Monitoring Branch with one vacancy located in College Park, MD.

Responsibilities

As an IT Specialist (Application Specialist), you will perform the following duties:

Develop and monitor IT software related to environmental observations and services.

Monitor all types of National Weather Service infrastructure, to include numerous applications running on large computer systems.

Ensure effective around-the-clock/24x7 operational support of the National Weather Service switching system, domestic network, radar data dissemination, NOAA’s Integrated Dissemination Program, and other operational distributed architecture systems.

Assist in the operational testing/implementation in support of modernization and upgrade activities at National Center of Environmental Prediction (NCEP) Central Operations.

Maintain problem tracking and resolution systems, including the management of customer service performance requirements.

Occasional travel - Up to 1% of domestic travel may be required.

EDUCATION: There is no positive education requirement for this position.

For all positions, individuals must have IT-related experience (which may be may be obtained by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate) demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-12 level:

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience MUST include all of the following:

Ensuring the continuity and reliability of real-time data flow, data processing, analysis, and product generation services in an operational computing environment;

Providing support of IT systems and equipment used to observe, collect, convert, process and communicate scientific data and information; and

Working with customers, internal or external, who use or receive the services or products that your work unit produces, to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.

ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of Silver (Well Qualified). How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
