This position is located in the U.S. Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Global Regulatory Operations and Policy (OGROP), Office of Regulatory Affairs (ORA), Office of Criminal Investigations (OCI) Headquarters located in Rockville, MD.
The OCI is responsible for investigating alleged or suspected violations of the Federal Food, Drug and Cosmetic Act, and related violations of Title 21 and 18 of the U.S. Code.

The purpose of the position is to perform a wide variety of duties related to the support, administration, development, and implementation of information technology systems in support of Agency programs. Major duties include:
Design and develop web-based software applications
Performs database administration, tuning, patching, and backup of databases
Design and develop software in Java and J2EE programming languages
Develop complex database queries and reports using SQL and Oracle
Troubleshoot and resolve application issues
Manage and perform administration of investigative applications
Utilize knowledge of agency and government security requirements to create applications that meet security standards.

Possess IT-related experience demonstrating EACH of the following four competencies; (1) Attention to Detail - being thorough when planning, developing, and carrying out vital tasks in supporting IT projects and other IT business functions; (2) Customer Service - assisting others in the resolution of issues affecting hardware, IT systems applications, or business applications; (3) Oral Communication - expressing highly technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; (4) Problem Solving - conducting extensive investigation and analysis to determine the nature and scope of problems and devise solutions.
SPECIALIZED EXPERIENCE: Experience directly related to the position to be filled which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
GS-2210-13 - Have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service that included a high level of experience performing application development, database management, and systems analysis for systems that manage investigative and administrative information; performing database administration, including tuning, backup and recovery; and designing and developing software in Java and J2EE.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
TIME-IN-GRADE REQUIREMENT (applies to Federal employees): In addition to the basic and specialized experience requirements, applicants must meet the following time-in-grade requirement by the closing date of this announcement.
