Summary

The position is in the Office of Railroad Policy and Development (RPD), Office of Research, Development and Technology (RPD-30), Human Factors Research Division (RPD-34), in Washington, DC. The incumbent serves as Chief, Human Factors Research Division. As such, is responsible for all research, development, test, and evaluation efforts related to human factors for both conventional and advanced rail systems, and is the principal advisor to the Director of Research, Development and Technology (RD&T) in all matters related to such research. This work involves a wide variety of programs that significantly affect railroad operating practice standards established by the Federal Railroad Administration's (FRA) Office of Railroad Safety. In performance of these duties, s/he exercises considerable initiative in developing, formulating, and directing plans, which will provide useful benefits in both the near-term and long-term for improvements in operating practices and human factors.

Responsibilities

As a Supervisory Engineering Psychologist, you will:

Supervise the Program Managers within the Human Factors Research Division in developing, initiating, and managing research and development (R&D) programs in support of identifying human factors risks or incidents, related to railroad safety. Assign work and establish priorities and deadlines, provide technical guidance, if required, and review work products. Exercise the full range of supervisory duties over subordinate staff.

Advise the RD&T Director and/or higher authority to include other Offices within FRA, DOT and private organizations of developments concerning the adoption or modification of FRA policies, objectives, and regulatory proposals. Analyses of results is based upon industry practices and procedures, and accident causal factors in the Human Factors Division field of research. Maintain an awareness of developments in research and issues with the Division’s areas of responsibility.

Make decisions utilizing program reports on courses of action to be followed by the Division to attain R&D objectives, such as budget management and execution. Use resourcefulness, creativity, analytical ability, technical expertise, and judgment based upon personal experience to redirect program emphasis as requirements change.

Coordinate efforts directed towards improving operating practices and human factors safety and performance. Ensure coordination of applicable R&D Human Factors Division projects/programs with various ad hoc committees such as the D.O.T. Safety Council.

Make recommendations to the Director, Office of Research and Development, regarding budget requirements, program plans, workforce staffing allocations, workforce planning, and effective position management. Implement improved work processes and business practices to ensure maximum productivity within employment ceilings and funds.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-15 on Experience, you must have at least one year of experience equal or equivalent to the GS-14, it must include:

Experience supervising program managers in developing, initiating, and managing research and development (R&D) projects to support identifying human factors risks or incidents, related to railroad safety.

Experience identifying safety and performance issues, prioritizing research and development efforts, and creating and implementing research programs that will maximize the benefits received from the financial expenditure.

Experience making decisions utilizing program reports, resourcefulness, creativity, analytical ability, technical expertise and judgement to direction research and development programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MANDATORY EDUCATION REQUIREMENTS: All applicants must meet the minimum education requirements as listed below to qualify for this position. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree with a major or course of study in psychology.

Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major. OR

B. Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The paragraph B method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.
