Responsibilities

Incumbent is responsible for organizing, directing and coordinating all aspects of administrative support functions to include human resources, information management, budget, finance, acquisition and property management. Serves as the Human Resource Contact for the park, OWCP coordinator and primary timekeeper. Orients all new employees, providing information on leave, health benefits, life insurance and all other benefits associated with federal employment. Provides limited IT technical support to end users and serves as liaison to IT specialists in regional or other offices. Ensures that property is appropriately marked to identify it as government property, enters the property information into automated systems, and conducts property inventories and report of surveys. Tracks property acquisitions, transfers, disposals, and prepares forms to report and sell excess and surplus property. Prepares purchase requests and documents for the Contracting Office. Purchases supplies, equipment, and services for the park utilizing a purchase card under the micro-purchase authorities. Acts as the budget assistant to the Administrative Officer, for program planning activities and budget tracking.

Duties will be developmental in nature when filled below the full performance level.

Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).

You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.

Occupancy of government quarters is not available or required.

You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

You may be required to work occasional overtime.

If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

You may be required to travel overnight away from home up to 1-5 nights per month. You must obtain a government charge card for travel purposes.

You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

PROFICIENCY REQUIREMENT : This position requires the skill of a qualified typist with the ability to type at least 40 words per minute. In addition to meeting experience requirements, applicants for this positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-0303-06/07 grade level, you must possess at least of the following minimum qualifications by close of the announcement:

EXPERIENCE: At the GS-06 Level: At least one full year of specialized experience comparable in scope and responsibility to the GS-0303-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position is experience such as performing administrative functions (e.g., reconcile and reallocate park funds, write checks, credit cards, etc.), have skills in word processing, email, spreadsheets using office procedures and equipment. Skills in working with customers, answering telephone calls, filing, and meeting and dealing effectively with others. Performing /or maintain correspondences, processing mail and maintain office supplies. To be creditable, your experience must have involved the performance of various office duties described above equivalent to the GS-05 level in the Federal Service. You must include hours per week worked.

At the GS-07 Level: At least one full year of specialized experience comparable in scope and responsibility to the GS-0303-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position is experience such as performing administrative functions (e.g., payroll, personnel, travel, and/or correspondence), using office procedures and equipment. Prepare different types of procurements (Contracts, purchases orders, agreements) with the Contracting Officer Technical Representative. Making purchase and writing You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.
