Summary

In this position the Contract Specialist is responsible for pre-award and post-award functions for a variety of contracts. The Contract Specialist monitors contract performance and negotiates contract modifications to ensure satisfactory progress and completion of contract activities. Work involves performing duties that include the procurement of supplies, services, construction, and aerospace research and development using formal advertising or negotiated procurements; evaluating contract price proposals; as well as the administration, termination, and/or close out of contracts.

At the full performance level, the position requires the contract specialist to be responsible for all aspects of the contracting transactions from initiation to recommendation of award to procure items or services with specialized requirements such as the procurement of complex equipment, services, and/or construction (e.g., electronic systems and operations, maintenance and repair, construction, supply and production items, architectural engineering, aircraft/vessels parts, etc.).

Responsibilities

Serves as contract specialist responsible for all aspects of contracting transactions from initiation through recommendation of award to procure items or services where standard contracting procedures must be modified to final preparation and coordination of contracts.

Performs pre-award functions such as formulating the contracting approach to be taken; ensuring the bid schedule is properly structured; preparing the solicitation; determining the sources to be solicited; conducting pre-award conferences; determining the responsiveness of bids; and, determining the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre-award survey.

Performs post-award functions such as processing protests; negotiating contract terms and conditions (including cost, fee, or profit as well as technical issues); and, preparing and coordinating contracts reflecting agreement(s) between the agency and the vendor.

Performs contract administration functions such as monitoring contract performance; and, negotiating necessary contract modifications (including modifications to contracts with nonstandard terms and conditions) to ensure satisfactory progress and completion of contract activities.

Qualifications

In addition to the basic education requirements:

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. To qualify for GS-1102 positions on the basis of graduate education and experience, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing,

quantitative methods, or organization and management.

For applicants for the GS-11, applicant must have three years of qualifying graduate level education leading to a PhD; OR one year of specialized examples of specialized experience equivalent to the next lower grade level; OR an equivalent combination of graduate level education and experience. Examples of specialized experience include, but are not limited to, experience developing procurement plans by reviewing previous history, market conditions, or technical data packages; performing cost-price analysis to aid in developing a negotiation strategy; and, monitoring the administration of the contract until final delivery and payments are complete.

For applicants for the GS-12, applicant must have one year of specialized examples of specialized experience equivalent to the next lower grade level. Examples of specialized experience include, but are not limited to, experience reviewing the capability of apparent low bidder(s) based on an analysis of financial and technical information gained during the pre-award survey; negotiates contract terms and conditions (including cost, fee, or profit as well as technical issues); and, monitoring contract performance and negotiation of necessary contract modifications.

Education

Applicants must meet the basic education requirements for the GS-1102 series: a. 4-year course of study

leading to a bachelor's degree with a major in any field, or b. At least 24 semester hours in any combination

of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management. Exception: Employees who occupied GS-1102 positions on January 1, 2000 at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including the GS-12 level.

Preferred majors include, but are not limited to: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, supply chain management or organization and management (Centers can edit based on preference)

Federal Acquisition Certification-Contracting (FAC-C) Level II or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level II certification is preferred, but not required.
