This position is exempt from the HHS hiring freeze pursuant to HHS guidance.

This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), Office of the Director (OD), Office of the Chief Operating Officer (OCOO), Office of Safety, Security and Asset Management (OSSAM) in Atlanta, GA.

Responsibilities

As a Supervisory General Engineer you will:

Oversee the maintenance, operation, repair and/or renovation of CDC facilities.

Provide authoritative, technical engineering advice, information and decisions to the Deputy Director, Director and top program officials relative to the capacities and/or limitations of existing utility plants and plant systems.

Develop and implement plans to improve plant and equipment use, maintenance and operations.

Provide technical advice and leadership during new facilities expansion planning relative to capacities, limitations and utilization of existing or proposed utilities, mechanical and technical equipment need.

Provide staff with direction and advice regarding policies, procedures and guidance.

Plan and schedule work that promotes a smooth flow and even distribution to ensure effective use of organizational resources.

Occasional travel - Domestic travel 10% of the time.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:

Have a Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Have a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. 2. Written Test: Evidence of having successfully passed the Engineer- in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam. 3. Specified Academic Courses: Successful completion in an accredited college or university of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering. These must have included the courses specified in the basic requirement. 4. Related Curriculum: Successful completion in an accredited college of a full 4-year or longer related curriculum leading to a bachelor's or higher degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology may be accepted in lieu of a degree in engineering, provided the candidate has at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance.

MINIMUM QUALIFICATION REQUIREMENTS:

Applicants must have one year of specialized experience at or equivalent to the GS-13 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include providing advice on engineering and technical disciplines, leading an engineering and technical workforce and planning work to be accomplished; experience with professional Mechanical, Electrical and Controls engineering theories, principles and practices applicable to the formulation and evaluation of alternative plans and preparation of designs and cost estimates for a variety of building systems.
