This position is located in the Division of Civil, Mechanical and Manufacturing Innovation (CMMI), Directorate for Engineering (ENG), **MEMBERS ONLY**SIGN UP NOW***.. The incumbent will serve as a Scientific Program Analyst specializing in the evaluation of science and technology projects
As a Program Analyst, you will perform the following duties:
Identifies and advises supervisor of the resources required to provide administrative support, including funding, staff and equipment to assigned science projects.
Analyzes patterns and trends in budget allocation, award distribution and outreach effectiveness for science and engineering programs.
Provides program assessment based on knowledge of science and engineering program disciplines.
Assists Program Directors in technical aspects of the proposal review process including identifying potential reviewers, flagging conflicts, and managing the preparation of panel summaries during panel deliberations.
Creates uniform data collection mechanisms and databases to assist with the evaluation of new and/or established and evolving multidisciplinary initiatives in science and engineering.
Works collaboratively with other team members or project specialists to restructure work processes, standardize procedures, and manage changes across organizations supported.
Plans, develops, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables including recommending changes in policy and management activities for these science projects.
Performs management studies to evaluate and measure the progress and success of science and engineering projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of cross directorate programs and activities.
Creates data portfolios and prepares reports for program evaluation.
Prepares statistical reports including graphics and data visual representations in response to senior management and Congressional inquiries.

To qualify at GS-7, you need to have one of the following:
At least one year of specialized experience equivalent to the GS-5 level in the Federal service. Specialized experience includes: gathering, extracting, reviewing and consolidating data for science and technology programs in the formulation of reports; assisting senior analysts in the preparation of program reports; performing research of laws and regulations; and assisting in the management of a website for an organization;
OR one full year of graduate level education;
OR a Bachelor's degree with Superior Academic Achievement - that is one of the following: In the upper one-third of your graduating class; OR a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during your final 2 years;
OR a combination of post high school education and experience that combined meet the qualification requirements for this position.

You will be evaluated for this job based on how well you meet the qualifications above.
Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good.
