We are recruiting for a title services specialist
to join our Right of Way Operations Unit. This position is responsible for activities that support statewide project delivery and management of statewide real property assets. This person has great latitude of judgment in interpreting laws and policies in the analysis of issues and the selection of techniques to effectively and efficiently produce appropriate legal documents.

Duties & Responsibilities
Coordinate complex condemnation case settlements and case management.
Work directly with Department of Justice (DOJ) attorneys and follow up with attorneys, ODOT/DOJ liaison, and court clerks.
Review stipulated and general judgments for accuracy and proper form.
Review invoices for authorization of payment.
Serve as a technical consultant for the condemnation and closing process to right of way headquarters, region offices, legal counsel, and the public.
Review and interpret complex regulations and adapt or design new policies and procedures to present to leadership.
Prepare and process legal documents
Obtain title and clear liens, judgments, and interests.
Evaluate results and recommend actions to improve program operations.
Coordinate the documents needed to complete all statewide jurisdictional transfers after the terms of the agreement are met.

Qualifications, Required & Requested Skills
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and
two years professional-level evaluative, analytical and planning work related to preparing and processing legal documents and/or related to analyzing and clearing title for real property.
Any combination of experience and education equivalent to five years of experience related to preparing and processing legal documents and/or related to analyzing and clearing title for real property.

Demonstrated ability to establish and maintain effective working relationships.
