Responsibilities

In this position you will serve as a Supervisory Information Technology (IT) Specialist (Director), Operations and Engineering Division (OED) within the Office of Information Technology (OIT) and report directly to the Executive Director of IT Operations. You will be responsible for TSA-wide enterprise IT systems and infrastructure assessment. The incumbent serves as a liaison to the Department of Homeland Security (DHS) to ensure systems are aligned with DHS IT priorities and objectives. The incumbent is actively involved in strategic, tactical, and resource planning, as a primary contributor to OIT and DHS plans and budgets within their specialty area(s). As the Director, you will oversee a multi-million-dollar budget for the Operations and Engineering Division. The incumbent focuses on ensuring improved data and sharing, integrated infrastructure, enhanced information security and improved business practices.

Additionally, you will be responsible for capacity planning for infrastructure systems. The Director, OED drives the definition, refinement, and interpretation of infrastructure systems metrics. The incumbent develops, maintains and communicates actionable, business, and operationally relevant IT metrics designed to identify and drive service improvements. You will be responsible for communicating with program offices and lines of business to obtain a general idea of growth opportunities and how they may affect systems in terms of capacity and performance.

Other duties include:

Contributing as a key member of the Executive Steering Committee for all Cloud related activities within TSA.

Meeting with DHS and other representatives to coordinate IT infrastructure development and execution activities.

Representing TSA on the DHS Integrated Change Control project.

Collaborating with other Federal agencies to coordinate IT initiatives.

Developing tactical plans, IT strategic plans, and system documentation for TSA.

Overseeing the maintenance of TSA IT infrastructure to support TSA requirements.

Providing technical advice/assistance to other program offices and higher echelons in the formulation, establishment and analysis of IT projects/programs.

Managing the resolution of problems in highly complex, controversial, or precedent-setting matters pertaining to TSA systems.

Managing computer and IT engineering services to other program offices and airports throughout TSA.

Providing the definition, development, and refinement of all technical requirements in response to business, functional, and process requirements for all IT projects and initiatives in TSA.

Developing ideas and concepts for new initiatives that will create technological efficiencies for TSA.

Maintaining cognizance of current state-of-the-art technologies and industry best practices through interaction with industry, liaising with other DHS programs and Federal Agencies.

Reviewing IT related acquisitions and proposals (TSA and DHS wide).

Managing the application development, and testing environment, responsible contractors, and software engineering lab.

Developing and analyzing models to facilitate the development of project plans and developing integration requirements of application and software.

Travel Required

Occasional travel - Occasional travel may be required. A minimum of one (1) week of travel in a full-time duty status will be required within 90-days of entry on duty to complete TSA's in residence New Hire Training. This training will occur away from the employee's duty station of record. Employees will be paid for compensable hours and reimbursed for authorized travel expenses per TSA Travel Policy.
