This position serves as a Telecommunications Specialist for the Pacific West Region, National Park Service. This position will engage in a broad range of planning, coordination, design, installation/implementation, analysis, management and maintenance of all land mobile, two-way radio communications systems/services (microwave, radio, 911 and law enforcement radio dispatch, telephone, data communications, and alarm/telemetry communications), special electronics systems (traffic counters, trail counters, alarm sensors, video surveillance systems, and solar power systems), and computer/data processing systems required to support wildland fire operations and law enforcement operations, including 911 emergency dispatch at Sequoia and Kings Canyon National Parks and the Pacific West Region, which includes sixty field areas.
This position works under the supervision of the Regional Telecommunications Manager, with responsibilities for all matters relating to land mobile, two-way radio communications and electronic equipment operations, repair, and maintenance. Tasks include assisting the Telecommunications Manager with system planning. This involves the technical and analytical work necessary to identify, develop, and evaluate various options or new technologies for radio communications systems throughout all field areas in the Pacific West Region.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
Overtime may be required.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You will be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

SELECTIVE FACTOR: Basic Requirements for Telecommunications Specialist GS-0391:
An undergraduate (or graduate) education equivalent to a bachelor's degree with major study in telecommunications management, electrical or electronic engineering, mathematics, physics, computer science, information systems management or other fields directly related to the position to be filled. You must include transcripts.
The amount and type of specialized experience that is equivalent to a bachelor's degree in scope and depth (four or more years) that required evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
To qualify for this position at the GS-11 grade level, you must possess of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors) that required evaluating, analyzing, developing, managing, or improving Telecommunications systems or procedures and which demonstrates my knowledge of current developments and trends in telecommunications concepts and technology. This experience includes activities such as: configuring, installing and managing telecommunications systems under time pressure to support day-to-day communication and incident response readiness; integrating telecommunications equipment including radio, telephone and data transmission and communication systems involving routers, and other components with audio/video satellite capability; evaluating and providing recommendations to improve telecommunications capabilities; and communicating effectively orally and in writing. You must include hours per week worked.
EDUCATION: Successful completion of at least three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree (54 semester/81 quarter hours or the number your school uses to represent three academic years of full-time graduate study) in telecommunications management, electrical or electronic engineering, computer science mathematics, information systems management, physics, public utilities, statistics, or a directly related field. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies, part-time or intermittent.
