The VA Palo Alto Health Care System (VAPAHCS) consists of three inpatient facilities located at Palo Alto, Menlo Park, and Livermore, plus seven outpatient clinics in San Jose, Fremont, Capitola, Monterey, Stockton, Modesto, and Sonora. These facilities provide some of the world's finest medical care and cutting-edge technology.

VAPAHCS is a teaching hospital with an affiliation with the Stanford University School of Medicine which provides a rich academic environment including medical training for physicians in virtually all specialties and subspecialties. Our Health Care System operates over 800 beds, including three nursing homes and a 100-bed homeless domiciliary - all to serve more than 67,000 enrolled Veterans.

The incumbent of this position will provide support to the Director, Deputy Director and the Associate Director in a variety of areas related to office management, business process coordination, data collection, analysis, and reporting. Incumbent will perform duties directly contributing to the administrative management of an integrated health care delivery system that requires the ability to apply the specialized principles and practices of health care management. Incumbent will provide full staff assistance on administrative matters affecting the healthcare delivery system.

The major duties and responsibilities include, but are not limited to:

· Serves as staff member directly supporting executive leadership responsible for planning, organization, development, direction, and evaluation of health care operations.

· Initiates and manages projects in programmatic areas and leads interdisciplinary groups of staff that result in significant and sustained contributions to the success of the healthcare system.

· Implements long and short term plans, policies, and procedures, assuring that programs are integrated in order to support operational efficiencies and strategic priorities.

· Analyzes a wide variety of health care system management issues.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirement:

Education: Undergraduate and graduate education in a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. TRANSCRIPT(S) MUST BE SUBMITTED IF EDUCATION IS BEING USED TO QUALIFY, CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESON ON TRANSCRPT(S). UNOFFICIAL TRANSCRIPT(S) ARE ACCEPTABLE.

OR

Specialized Experience: Progressively responsible analytical or administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility mangers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

· Mission, organizations, programs, and requirements of health care delivery systems.

· Requisitions and standards of various regulatory and credentialing groups.

· Government wide agency and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

In addition to meeting the basic requirement above, the applicant must also possess:

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

· Assisting higher level management within a Health Care System and staying abreast of the tasks and issues they are working on.

· Ability to complete qualitative and quantitative studies including financial reports and cost effectiveness analysis.

· Develops comprehensive reports, studies, business plans, and presentations for Director, Deputy Director, and Associate Director.

· Provides program direction to services to include review and evaluation of operations, policies, and procedures.

· Assists in designing work processes and systems that are responsive to customer needs.

There is no educational substitution for the GS-13 level.
