We are conveniently located at the NoMa/Gallaudet Station on Metro's Red Line. We provide transit subsidy or parking benefits at the office location. The Human Resources Staff supports the Department's mission of administering Justice by developing and implementing human resources policy and programs; providing guidance; and leading efforts to attract, develop, and retain high performing employees.

The Human Resources HR Services Staff is responsible for the HR operations of Department of Justice Offices/Boards and the Justice Management and National Security Divisions. This includes HR services related to: position management and classification; staffing, recruitment and placement; payroll/personnel action processing; employee/labor relations; and employee benefits. The staff is also responsible for official personnel file maintenance and pre-employment security.

Responsibilities

Supervises a staff of HR professionals who perform the full range of HR operations work related to position classification, staffing, employee/labor relations, employee benefits, and payroll/personnel action processing.

Provides authoritative guidance on recruitment and placement, position classification and management, and processing payroll/personnel action activities.

Provides definitive interpretations of DOJ's classification, compensation, and staffing policies, procedures, and practices.

Responsible for Employee Relations/Labor Relations program planning and management, including Labor partnering and negotiations.

Provides administrative oversight for performance management programs.

Develops solutions to complicated, complex or non-standard problems related to the full range of HR specialty areas.

Takes a lead role in planning and implementing human resources management projects.

Develops Standard Operating Procedures to be used by HR professionals and administrative HR liaisons in DOJ serviced organizations.

Qualifications

MINIMUM QUALIFICATIONS:

Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

To qualify for this position, you must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service: 1) performing policy and operations work in the HR specialty areas of classification, recruitment and staffing, employee and labor relations, employee benefits, pay administration, and performance management; 2) providing technical guidance on HR rules, laws, regulations, policies, and procedures to a team of Human Resources Specialists regarding HR function areas, such as classification, recruitment and staffing, employee and labor relations, employee benefits, pay administration, and performance management; and 3) assisting in the development of HR policy and procedures related to classification, recruitment and staffing, employee and labor relations, employee benefits, pay administration, and performance management.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Ability to perform Human Resources program evaluation and planning work.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Knowledge of the concepts, principles, and regulations related to Human Resources Programs in the Federal Service.

Ability to meet and deal with others in performing supervisory or leader work.
