The duties of the Assistant Chief of Prosthetics are to administer, supervise, or perform work concerned with rendering prosthetic and sensory aids services to disabled patients at the George E. Wahlen VA Medical Center.

At the GS-12 grade, supervisors typically have significant personnel management responsibilities for a medium-sized support staff and professional staff at the GS-11 grade level and below. They are responsible for the professional and administrative management of prosthetic purchasing agents, supply tech and staff prosthetic representatives.
Individuals assigned as Prosthetic Representative (Assistant Chief) must demonstrate the following knowledge, skills and abilities to complete the duties of the position, including the necessary skills.
(1) Assisting in planning, developing, and directing a Prosthetic and Sensory Aids Program at the local level;
(2) Serving as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices involving furnishing information concerning such matters as new developments in the field of prosthetics and sources of supply for such devices;
(3) Interpreting prescriptions of clinicians to make certain that proper prosthetic devices are selected for, or by, the patients;
(4) Authorizing the purchase, fabrication or repair of prosthetic devices;
(5) Maintaining continuous liaison with manufacturers and dealers of prosthetic supplies, inspecting their facilities and services, and participating in the award of prosthetic appliance contracts;
(6) Participating in investigative/research project studies by selecting patients as pilot wearers of newly developed prosthetic items, evaluating the usefulness of such items and compiling of data; and
(7) Giving technical and administrative advice and assistance on prosthetic problems to other facilities.

Education and Experience.
Three years of experience that demonstrates: knowledge of accounting methods; ability to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting.

In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment:
Must have one (1) full year of experience comparable to the next lower grade level (GS-11) or equivalent, which demonstrates the knowledge, skills, abilities, and other characteristics related to the duties of the position. This would be experience which 1) ability to manage and supervise, 2) ability to initiate new ideas and approaches and demonstrate resourcefulness, 3) ability to manage resources, e.g., space, equipment, supplies, etc., and personnel at the local level, 4) ability to draft and/or recommend local policies and/or directives, and 5) skill in managing a prosthetic program at the local level.
Demonstrated Knowledge, Skills and Abilities
Candidates must demonstrate the KSA's below:
Ability to understand the unique characteristics of sites for which responsible.
Skill in participating in VISN/Facility initiatives, workgroups, and/or committees.
Ability to draft and/or recommend VISN/Facility policies and/or directives.
For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Employees at this level typically serve as a Supervisory Prosthetic Representative in a Service Chief position at a facility that has one specialty service such as those in paragraph 3a(4), in an Assistant Chief position at a facility that has 2 or more specialty services such as those in paragraph 3a(4), or in a developmental capacity in Supervisory Prosthetic Representative positions with known promotion potential to a higher grade.
