Summary

This is a permanent position located on the Wayne National Forest.

This position serves as the District Minerals and Lands Program manager which oversees all aspects of the minerals and lands programs. The incumbent manages all aspects of the district minerals program, including coal mining, oil and gas exploration, salable and leasable mineral exploration, development, and production activities.

Responsibilities

Duties listed are at the full performance level.

Serves as minerals administrator, leading highly complex and time-sensitive project assignments, overseeing and coordinating all aspects of the minerals, lands and special uses program including coal, oil and gas and mineral materials.

Provides professional expert advice and support in the planning, designing, development, implementation, and evaluation of program/project activities. Assures all program management activities remain responsive to identified customer needs.

Seeks and establishes mutual working relationships with outside entities, such as Federal, State, Tribal and local agencies who partner with the Forest Service. Provides and prepares oral communication for Forest Services line managers.

Reviews and monitors natural resources management activities and prepares management recommendations of accomplishments.

Serves as permit administrator, reviews and synthesizes special user permit applications and background data to prepare and issue draft/final/modified permits, fact sheets, and public notices.

In addition to the requirements described above, the following additional education and/or experience are required for the grade(s) specified.

For the GS-11 level: Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR one year of specialized experience equivalent to at least the GS-9 level; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Examples of specialized experience include: Assisted with coordination of natural resource activities, including environmental assessments and environmental impact statements; performed collection and/or analysis of natural resource/environmental data for accuracy and appropriateness to complete natural resources documents; provided professional technical support for a National Environmental Policy Act (NEPA) program or natural resource projects; and/or serving as an interdisciplinary team member to provide NEPA expertise in the development of short or long-range land management plans and resource assessments. Developed new procedures or techniques; as well as directing the implementation and use of these procedures. Applied geospatial technology to perform work in support of a natural resource management organization; directed the implementation and use of procedures to analyze data related to or used to make decisions in a natural resource program. Performed or directing surveys and investigations of minerals and lands programs. Coordinated aspects of minerals program on National Forest System lands.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
