America's Combat Logistics Support Agency: The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.

Responsibilities

Serves as Deputy Director J9, administering, supervising, planning and coordinating the work of the organization in managing a pool of reservists to support the Agency. Serves as the alter ego for the J-9 Director, a Reserve O-8 general/flag officer

Represents the J9 Director at Agency executive and enterprise level meetings and speaks authoritatively on behalf of the J9 Director

Maintains liaison with various outside high level agencies and leaders regarding reserve policy, strategy and force structure matters. Evaluates changes in DoD and Service policies and structure for impacts on the Agency?s utilization of reservists

Serves as a member of the enterprise-level and Headquarters Resource Boards. Responsible for the development and defense of Directorate Program Budget Review (PBR) requirements in accordance with J-8 guidance

Supervises Directorate personnel in the human resource administration, strategic and operational planning, mobilization, training and readiness evaluation of a 662-plus person joint service reserve manpower pool to support the Agency?s mission

Qualifications

To qualify for a Supervisory Reserve Strategic Analyst your resume and supporting documentation must support:

Specialized Experience:One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled.To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.Creditable specialized experience includes:

Overseeing issues in the developing, managing, and ensuring the effective implementation and adequacy of a Military Personnel Reserve Forces program.

Developing annual and mid-year budgets.

Overseeing the proper execution of internal programs.

Representing an organization at business meetings, briefings, and symposiums.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
