The Inter-American Foundation (IAF) is an independent agency of the United States government that provides grants and other assistance to nongovernmental and community-based organizations in Latin America and the Caribbean for innovative, sustainable, and participatory self-help programs. This position serves as a Program Specialist providing managerial and administrative support within the Office of Grants and Portfolio Management.

As a Program Specialist (Bi-lingual) typical work assignments include:
Perform a variety of program administrative and management support functions including analysis, travel, calendar, file management, and outreach activities.
Develop, coordinate, and maintain contract oversight system, including serve as Contracting Officer Representative (COR).
Provide routine budget oversight; prepare budgetary and programmatic reports; recommend actions relating to grant management.
Provide analytical and administrative support to IAF's Fellowship Program.
Gather and communicate required information to appropriate individuals and/or organizations and monitors execution, funding, and contract compliance.
Occasional travel - You may be expected to travel for this position.

At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience interpreting and applying administrative policies and procedures to provide accurate and timely guidance to employees and supervisors; using evaluative and analytical methods to perform administrative tasks; or providing management support and assisting staff members in the conduct of assigned programs. Specialized experience may also include demonstrated experience that reflects the skill and ability to apply fact-finding and analytical techniques to gather, compile and organize information such as budgetary or contract data and information; the ability to present data, interpretations and conclusions in a clear, concise and logical manner; or the ability to prepare documents, in any or all of the following administrative areas: budget and financial management; purchasing, procurement and contract administration; or general administrative services. This must be clearly documented in your resume.
B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
C. A Combination of education and experience as listed above.
At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience monitoring and providing oversight for administrative programs and services; interpreting and applying a wide variety of administrative policies and procedures to provide accurate and timely guidance to employees and supervisors; using evaluative and analytical methods to perform program management duties or project tasks; drafting statements of work for contracts; consolidating budget and meeting materials; or monitoring budget allocations and execution to insure that operating program objectives are met. Specialized experience may also include demonstrated experience that reflects the skill and ability to apply fact-finding and analytical techniques to gather, compile and organize information; the ability to present data, interpretations and conclusions in a clear, concise and logical manner.
B. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
