This position is located in the Department of Homeland Security (DHS), Office of Operations Coordination (OPS), Continuity Division (CD).
The primary purpose of this position is to perform a variety of continuity, critical infrastructure, and emergency preparedness based project management, operational planning, staff coordination, testing, training, and exercise emergency management staff work required to complete the projects, tasks, and activities assigned to the Section.
Promotion Potential: This position has promotion potential to GS-12.

As a Emergency Management Specialist GS 0089 11/12, your typical work assignments may include: Assisting leadership in carrying out the responsibilities in managing the Department's classified and unclassified continuity and Critical Infrastructure Security and Resilience programs.
Managing or assisting in the development of exercise selection criteria and life-cycle maintenance requirements for supporting Department and Component continuity plans supporting the agency COOP plan.
Leading or participating on inter-Department or Agency and intra- Department continuity, exercise, critical infrastructure, and/or emergency preparedness task forces, committees, workgroups, and/or planning teams.
Developing, managing, and/or evaluating continuity, critical infrastructure, and/or emergency preparedness testing, training, and/or exercises and/or managing or assisting in the management of the Exercise Corrective Actions Program.
Occasional travel - You may be expected to travel for this position.

This position has been designated as essential to continued operations during an emergency or disruption to operations and is assigned the Essential Personnel Category of ?COOP Personnel (CP)?.
Work a rotating shift shedule on short notice, and/or be on call or on standby for up to 24 hours per day to cover priority projects, emergency response needs, and elevated threat levels.
Required to carry a mobile telephone at all times
This position may require travel 1 to 5 nights per month to manage special programs, projects, or tasks, and longer if in response to an all hazard event, threat, incident, or emergency.
You qualify at the GS-11 grade level if you possess one of the following:
A. One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to 1). Assist in exercise program planning, staff coordination, and operational planning, readiness. 2). Assist in exercise development and implementation of Departmental, policies, and planning. and/or3). Assisting in exercise development, management, and evaluation of COOP; critical infrastructure; emergency preparedness; testing, training, and exercises; and/or assist in management of the Exercise Corrective Actions Programs (CAP); OR
B. A Ph.D. or equivalent doctoral degree; Three full years of progressively higher level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt positions only); OR
C. A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
You qualify for the GS-12 grade level (starting salary $81,548) if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1). Carry out a wide range of program planning, staff coordination, and operational planning, readiness. 2) Develops and implements the Departmental directives, policies, and planning. and/or 3) Develops, manages, and evaluates COOP; critical infrastructure; emergency preparedness; testing, training, and exercises; and assist in the management of the Exercise Corrective Actions Programs (CAP).
