This position is located in the Office of the Executive Director (OED), Office of the Chief Administrative Services Officer (OCASO), Customer Services Unit (CSU). The incumbent will report to the Support Services Supervisor.
The selectee will serve as the Commission Property Program Manager (CPPM) and is responsible for the administration of the FTC’s property program to include IT hardware and non-IT property.

The incumbent, in accordance with all applicable Federal Laws, regulations, and guidelines, shall provide FTC property program oversight to include policy development, strategic planning, and continuous monitoring to fully account for the (1) receipt, (2) secure storage, (3) inventory, and (4) disposal of FTC IT assets (e.g., laptops, servers, mobile devices) and non-IT property (e.g., furniture, automobiles). The incumbent’s duties include but are not limited to, the following:
Establishes strategic and operational goals for the Property Program.
Plans and implements strategies to achieve those goals, and is accountable for the Property Program’s overall performance.
Ensures the efficient, effective, and compliant administration of the FTC Property Management Program.
Establishes thresholds for accountability and control, to include internal control procedures that provide optimum protection against fraud, waste, misuse, and abuse of Government property during the receipt, movement, storage, issuance and disposal cycles.
Ensures internal processes, procedures, tools, and infrastructure are documented, maintained with accuracy, and adhered to in daily operations.
Ensures the consistent and accurate update of property records throughout the property lifecycle.
Develops a risk management framework that includes a continuous monitoring program that provides for the (1) ongoing audit, analysis, and validation of asset data and (2) the review of internal processes governing the receipt, movement, storage, issuance and disposal of property.
Serves as a Contracting Officer’s Representative, ensuring adherence to FTC acquisition and contracting policies and procedures. In that capacity, the incumbent shall monitor contractor progress, procedures, techniques, methods and controls affecting the management, logistics, and operations of the property management program.
Provides oversight for property management activities performed by a variety of service providers, including reviewing project plans and specifications for workability, informing contractors of performance requirements, and supervising operations for conformance with the asset management program.
Communicates, collaborates, and drives results with property management partners, internal and external to the agency. Brief senior leadership on program progress and results.
Conducts and report on property reconciliation and audit activities.
