to support strategic management and supervision of the Pavement Asset Management section.
In this role, the incumbent will provide support for pavement design, asset management, technical support and engineering expertise to both Headquarters and all regions in the statewide construction program. The position will assist in the activities necessary in delivering the department's pavement preservation and supports the department's highway improvement program.

This position will perform the following work:
Direct the development, operation, strategic planning and continued improvement of procedures and policies for the work performed by the Pavement Asset Management Section.
Provide direction for technical staff involved with data collection (using high-tech data acquisition platforms), data analysis, performance forecasting, and decision making.
Assure appropriate, timely and cost effective use of the agency's resources for maintaining the Pavement Management System.
Provide long-term planning for work performed, ensuring accuracy in data collection and data analysis areas and ensuring adequacy of resources and workforce.
Develop statewide paving priorities in conjunction with the Regions and other internal offices.
Determine and prioritize pavement preservation needs.
Provide technical expertise to internal offices and external agencies.
Interpret and report various government reporting requirements such as MAP-21, GASB, HPMS, etc.
Conduct training related to WSDOT pavement management practices and the effective use of the Washington State Pavement Management System.
Direct the development and management of pavement management related research projects.
An ideal candidate for this position will have:
Advanced Degree in Civil Engineering with
a focus on Pavement Management.
Ten (10) years minimum of pavement management experience.
Registered Professional Engineer (Civil) in Washington State or ability to obtain.
Prior experience developing policies and procedures for pavement management, pavement data collection using high-tech platforms, and implementation of new technologies.
Knowledge of State legislature processes and objectives.
Understanding and experience in long range strategic planning.
In-depth knowledge of Pavement data, statistical methods, and predictive analysis.
Knowledge of modeling techniques for associating pavement distress and pavement performance.
Ability to confidently develop policies, specifications and procedures for statewide use on pavement management principles and activities.
Valid driver's license.
