This position is located within Facilities Service Line. The incumbent will perform independently and expertly the duties of a Procurement Technician for one or more of the facilities programs. The duties include but are not limited to:
Compiles, submits and tracks all service micro-purchases under Facilities Management responsibility.
Enters time and attendance for work sections in a timely manner.
Monitors all Facilities Management Control points and activity.
Ensures prompt payment of utilities and micro-purchases.
Communicates with internal customers and maintenance staff regarding purchase requirements.
Communicates with external customers to resolve payment or billing complications.
Keeps engineering management personnel advised on the status of work assigned.
Prioritizes work consistent with policy as directed and in communication with requester.
Plans supply and equipment ordering in advance to meet demands of Facilities Maintenance staff.
Responsive to emergent needs of the Facilities Maintenance Supervisors.
Coordinate with shop supervisors to ensure micro-purchases meet the needs of the medical center.
Responsible for the processing of all supplies, materials and services required by Facilities Management through the financial system.
Performs micro-purchases within VA guidelines.
Consults with management and shop supervisors in identifying trends being set.
Understands building/plant maintenance and repair procedures and policies; knowledge of the organization and functions of the medical center.
Understands the purpose of a variety of building service equipment and the location of such equipment to support the purchase of new equipment.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: Applicant must have one (1) year of specialized experience equivalent to the next lower grade, which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Applicants who have the 1 year of appropriate specialized experience are required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
GS-5 LEVEL: To qualify for the GS-5 you must possess one (1) full year of specialized experience with the particular knowledge, skills, and abilities to perform the duties of this position successfully that is equivalent to at least the GS-4 level in the Federal service. Specialized experience may include working in a research office setting; preparing and distributing meeting agendas and minutes; gathering, consolidating, reviewing and preparing data/information for reports; maintaining records and files; creating and monitoring new or established databases; and coordinating various committees. OR,
Education: 4 years above high school (REQUIRED). Successfully completed education above the high school level. Education must have been obtained in an accredited technical school, college or university. One year of full-time study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. OR,
Combination: Equivalent combinations of successfully completed post high school education and experience may be used to meet total experience requirements for grades-GS-5. Only education in excess of 60 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as, papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
