Summary
This position is located in the Office of Defense Trade Controls Compliance (DTCC), one of three offices in the Directorate, which has broad enforcement oversight to ensure compliance with U.S. export laws and regulations.
The purpose of this position is to serve as the Director, Office of Defense Trade Controls Compliance. As such, the incumbent assists the Deputy Assistant Secretary (DAS) of State for Defense Trade Controls by providing subject matter expertise and policy recommendations, compliance and enforcement management, and regulatory policy direction to Directorate offices so that they might administer compliance and enforcement of export controls mandated by the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR). The incumbent may be directed to act as DAS with full authority to act and make decisions when circumstances require such a delegation.
The incumbent works in close collaboration with other Directorate offices, the Department of Defense, law enforcement agencies, the Department of Justice, and the Intelligence Community, as well as top-level defense industry and foreign government representatives.
This position is also being announced through Merit Promotion procedures under Announcement # HRSC/PM-2018-0026. Candidates who wish to be considered under both Public (US Citizens)and Merit Promotion procedures must apply to both announcements.
This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Responsibilities
Takes the lead in performing the program and policy review as well as administrative supervision of staff functions that include:
Registration of arms brokers, U. S. manufacturers and exporters of defense articles, defense services, and related technical data, as statutorily required.
Administrative compliance, enforcement procedures and investigations, and remedies, to include organizing administrative hearings to address civil charges involving export control violations and preparing and concluding consent agreements on behalf of the Department.
Lead role for Directorate for Defense Trade Controls (DDTC) in the review of cases before the Interagency Committee on Foreign Investments in the U.S. (CFIUS).
On-site visits of defense exporters as a means to support AECA and ITAR compliance.
Public information activities, which promote the compliance program to industries and the general public.
Criminal investigation and litigation support in coordination with U.S. Customs, the Justice Department, and Assistant U.S. Attorneys throughout the country.
Provides assistance andguidance to all Office Directors in the Directorate in all aspects of compliance and enforcement of export controls including changes in export laws and regulations.
Ensures the establishment of policies, practices and standards that affect compliance to export laws and regulations.
Enforces the AECA and ITAR through the assurance of proper end-use of licensed exports, implementation of sound policies based on statutory and regulatory interpretations, detection and prevention of unauthorized transfers.
Directs and implements changes in the Directorate offices’ efforts and activities as necessary to implement full compliance with export laws and regulations.
Performs the compliance and enforcement as well as administrative and personnel management functions through the direction, coordination, and oversight of subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or the agency.
Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements.
Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by
subordinate supervisors.
Serves as a principal representative on defense export regulatory compliance and enforcement issues, often as the senior State official and spokesperson for U.S. foreign policy in that particular area.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing guidance to senior level officials in all aspects of compliance and enforcement of export controls including changes in export laws and regulations.
Experience developing and implementing areas of program emphasis and assignment in order to ensure that monitoring, analysis, and review activities are effectively measuring, evaluating defense trade compliance with established regulations and requirements.
Experience establishing policies, practices and standards that affect compliance to export laws and regulations.
Experience providing administrative and personnel management functions through the direction, coordination, and oversight of subordinate supervisors.
There is no substitute of education for specialized experience for the GS-14 position.
