The Jesse Brown VA Medical Center (http://www.chicago.va.gov/) is a 200-bed inpatient facility, providing a full range of patient care services, with state-of-the-art technology as well as education, research and academic affiliations with the University of Illinois - Chicago and Northwestern University. The main campus resides on 13 acres in the Illinois Medical District, approximately three miles from downtown Chicago. JBVAMC also operates four Community Based Outpatient Clinics located in the Lakeside (downtown) area and Auburn Gresham (south side) community of Chicago, in Chicago Heights, Ill.; and the Adam Benjamin, Jr. VA Outpatient Clinic in Crown Point, IN, which serves the four counties of Northwestern Indiana.

This Lead Police Officer position is located at the Jesse Brown VA Medical Center, Chicago, IL and is organizationally aligned under the Police & Security Service Line. The employee serves as a uniformed Police Officer, appointed as law enforcement official authorized to carry firearms and make arrests. The position is located within Police Service and supervised by a GS8 Supervisory Police Officer.
-Serve as a team leader ensuring that the work assignments of the other employees of the team are carried out by performing a range of duties.
- Distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload and assure that each employee has enough work keep busy.
- Keep in touch with status and progress of work; make day to day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly.
- Estimate and report on expected time of completion of work and maintain records of work accomplishments and time expended; prepare production reports as requested.
- Negotiates with emotionally unstable individuals posing an imminent or direct threat to the life of the officer, innocent victims or bystanders.

Physical Requirements: The incumbent must undergo and pass an Annual Physical and psychological assessment per VA Handbook 0730. The work requires, on a regular and recurring basis, considerable and strenuous physical exertion, such as frequent climbing of multiple flights of stairs, walking while on patrol, running while pursuing observed violators or suspects and eloping committed patients, crouching or crawling in restrictive areas during search, standing for prolonged periods of time and frequent exposure to inclement weather conditions, such as rain and extreme cold in winter and extreme heat in the summer while on outside patrol. Extreme physical exertion to restrain felons or psychotic patients in a safe manner; and lifting heavy objects over 50 pounds.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2018.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE GS-7 LEVEL: You must have one full year of specialized experience equivalent to at least the GS-6 level. This experience must be closely related to the work of this position and given you the particular knowledge, skills and abilities required to successfully perform the duties of a Lead Police Officer. Examples of specialized experience is experience which may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in national parks, forests, or other federal natural resources or recreational environments; in performing criminal investigative duties on a police force; or in other work that provided the required knowledge and skills.
Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices and techniques and involved responsibility for maintaining order and protecting life and property. Knowledge of enforcement of Federal Law and VA regulations, preservation of peace, the prevention, detection and investigation of crimes; ability to respond to call or alarms involving crimes in progress or just discovered. Knowledge to write uniform offense reports covering incidents on his/her shift containing pertinent information, which is factual, classified properly and submit such report in a timely manner. Ability to maintain current knowledge of procedures, policies, directives, etc. to be able to answer questions of other employees. Ability to obtain needed information or decisions from supervisor for problems that come up. Knowledge to give on the job training to new employees in accordance with established procedures and practices. Experience as a Security Guard or Corrections Officer is NOT normally qualifying experience.
REQUIREMENTS FOR POLICE OFFICER POSITION:
New VA Police Officers are required to successfully complete the in-residence (320 hour) 8 week Basic Police Officer Course in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.
Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification with the agency-approved firearm as condition of gaining and continuing employment as a Police Officer.
Officers must also successfully complete physical and psychological examinations prior to entering on duty and annually thereafter as a condition of continued employment. Applicants must possess a valid State license, have a safe driving record and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants selected for this position must be proficient in the English language in accordance with Public Law 94-102 dated November 23, 1977. An individual who is convicted of a domestic violence charge cannot be authorized to own, be issued, purchase, or otherwise have possession of a handgun under the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC 922). A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. This is a testing designated position. All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with the VA. Applicants MUST have arresting authority - presently or in the past.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
