Responsibilities

The Histotechnologist serves in the Histology Section, Pathology and Medicine Service, Pathology and Laboratory Medicine Service, located at the VA Texas Valley Coastal Bend Health Care System (VATXVCB) Harlingen, TX. The Histotechnologist oversees and perform the technical work of the Histology Section, preparing histologic specimens for surgical pathology, cytology, and perform a wide variety of histological tests. Duties will include but are not limited to the following:

Plans, organizes, and directs the activities of the Histology Section, ensuring that the preparation of histologic specimens for diagnostic examination complies with clinical, legal and regulatory requirements and meets customer needs.

Researches, interprets, analyzes and applies VA, VHA, Pathology and Laboratory Medicine Service, accrediting agencies such as CAP and The Joint Commission, and clinical laboratory policies and directives, federal and state laws, instrument manuals and procedure manuals.

Develops, prepares, and assembles data for recurring reports (such as LMIP and quality improvement indicators) and non-recurring reports.

Performs bench work in all phases of Anatomic Pathology (specimen accessioning, specimen processing, embedding, cutting, routine and special stains, immunoperoxidase staining, complex staining, autopsy processing, embedding, and staining, PAP smear staining, slide coverslipping, and Cytology accessing and specimen prep).

Implements and ensures total compliance with established laboratory safety procedures.

Determines and establishes criteria to assure effective and acceptable standards of quality Anatomic Pathology laboratory technique requirements.

Represents the Histology Section with other Service managers. Serves as consultant and

advisor to laboratory personnel and local officials on various aspects of testing in Anatomic

Pathology.

Work Schedule: Monday - Friday; 8:00am-4:30pm

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Qualifications

ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

BASIC EDUCATION REQUIREMENT: must have successful completion of a full four (4) year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements related to the medical field, health sciences or allied sciences appropriate to the work of this position. (The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, twenty-four (24) semester hours will be considered as equivalent to a major field of study). (TRANSCRIPT REQUIRED)

SPECIALIZED EXPERIENCE REQUIREMENT: In addition to meeting the basic education requirement, you must also possess specialized experience and/or additional directly related education to qualify for this position as described below.

SPECIALIZED EXPERIENCE GS-9: Must have at least one (1) full year of specialized experience equipped with the knowledge, skill, and ability to successfully perform the duties of the Histotechnologist position? This specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service. Examples of specialized experience include: having a wide range of established histology and cytology principles, concepts, and methods to perform and monitor a full range of full range of standardized tests and complex analyses of non-routine tests and specimens; laboratory mathematics and statistics to establish and monitor quality controls,

Troubleshooting procedures and calibrate equipment; to calculate and convert analytical data to test

Results, to assess quality control/quality assurance results; and set up and implement new

procedures; understanding of disciplines such as histology , cytology, and other Anatomic Pathology; related disciplines such as pharmacology, microbiology, anatomy, and physiology; to assess, correlate data, and verify results; sustaining a strong understanding of guidelines set forth by the College of American Pathologist (CAP), Joint Commission (JCAHO), and Clinical Laboratory Improvement Amendments (CLIA); regulator, licensing, accreditation guidelines, medicolegal responsibilities, and status governing anatomic pathology laboratory operations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9: having two (2) full years of progressively higher level graduate education leading to a master's degree OR a master's or equivalent graduate degree, if directly related to the work of the position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended). (Transcripts Required)

PHYSICAL REQUIREMENTS: The work requires regular and recurrent physical exertion such as long periods of standing while preparing/testing patient samples, trouble-shooting clinical instruments, or instructing employees; reaching and bending to operate instruments or to obtain supplies; and walking between the different sections of the laboratory or areas of the facility to conduct relevant business. These duties must be carried out in an expeditious and productive manner.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
