Summary
This vacancy is for multiple IT Specialist (APPSW)
positions in the Associate Director for Decennial Census Programs (ADDC) area,
located at the **MEMBERS ONLY**SIGN UP NOW***. Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. Positions may be also be filled in Greenbelt, MD or Washington, Navy Yard.

This position will be filled as a Term Appointment not to exceed 2 years or 9/26/2020, whichever comes first with the possibility for extension at management's discretion.

A trial period may be required.

This position is ELIGIBLE
for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING
unit position.

Relocation expenses will not be paid.

This is an open continuous announcement. The initial cutoff date for referral is August 24, 2018. After this date additional referral list will be created as vacancies are available. This announcement covers multiple positions within the various Deceinnal Directorate of the US Census Bureau through October 31, 2018.

Responsibilities
The individual selected for this position will:
Oversee staffing, strategic planning and resource allocation for assigned programs.
Participate in analyzing and evaluating major program goals and objectives.
Lead project teams in advanced systems software/hardware project efforts.
Participate in the development, monitoring, and updating of schedules for projects during planning and implementation phases.
Manage, engage, and communicate with internal/external stakeholders on program requirements, agendas, and inquiries.

Qualifications
Specialized Experience
: For the GG-13
, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12
in the Federal service. Experience for this position includes:Experience gathering and developing requirements related to new or time-sensitive programs. Experience negotiating with management and other stakeholders to accept and implement recommendations. Experience leading project teams that perform various duties to design, program, test, and deploy large-scale applications. Experience applying project management principles to assigned projects. Experience communicating in writing and in person to various levels of stakeholders. Experience developing project plans including resource requirements, deadlines and cost estimates

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
