Summary

Region 3's Ecological Service line is filling two term Fish and Wildlife Biologist positions, one in East Lansing, Michigan, and one in either Madison, Wisconsin, or Green Bay, Wisconsin.

In this position you will focus on Area of Concern (AOC) work. This position will address new AOCs to contribute to Beneficial Use Impairment removal and AOC de-listing. The incumbent will facilitate coordination and projects to provide new information to assess whether wildlife continue to be exposed to elevated levels of contaminants and adverse impacts

This is a Term appointment, not-to-exceed 13 months, which can be extended for a total appointment of 4 years.

Responsibilities

While not an all inclusive listing of major duties, the incumbent of the position will:

Conduct on-site ecological investigations of moderate complexity to obtain objective and scientifically valid data and information on the fate and effects of contaminants, the remediation of contaminants, and the restoration of fish and wildlife resources

Prepare sound plans and procedures for accomplishing natural resource investigations or restoration activities that include safety considerations, budgets and schedules

Conduct habitat restoration projects including mapping, surveying, staking, seeding, and preparing management plans

Participate in multidisciplinary planning efforts with private organizations and other Federal, state, and local agencies to achieve conservation objectives and goals, particularly removal of Beneficial Use Impairments at Great Lakes Areas of Concern related to fish and wildlife resources

Develop mitigation and/or restoration measures to compensate for or lessen the impact of environmental stressors

Prepare and review biological portions of environmental or biological assessments/impact statements or comprehensive resource planning reports to evaluate environmental consequences of proposed actions

Respond to inquiries from the public, news, and other media related to contaminants, Beneficial Use Impairments, and endangered species

Apply the principles of fish and wildlife biology, conservation biology, and ecotoxicology as they relate to the fundamental ecology of population impairments or declines

Analyze data on environmental stressors, including the appropriate use of statistics and uncertainty analysis

Only experience and education obtained by 04/25/2018 will be considered.

Basic Requirements for the 401 Occupational Series:

Successful completion of a full 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

A combination of education and experience which includes courses equivalent to a major, as described above, plus appropriate experience or additional education. The quality of the combination of education and experience must have been sufficient to demonstrate that the applicant possesses the knowledge, skill, and abilities required to perform Fish and Wildlife Biologist work, and is comparable to that normally acquired through the successful completion of a full 4 year course of study with a major study in one of the appropriate fields.

In addition to meeting the basic requirement listed above, you may qualify for the GS-11 level of this series by meeting one of the following:

A. At least one year of specialized experience comparable in scope and responsibility to the next lower level (equivalent to grade GS-09) in the Federal service. Such experience must show skill in conducting independent assignments in the selection and initiation of investigations or studies of federally sanctioned activities affecting fish and wildlife resources; and planning or conducting investigations and delivering program information on environmental contaminants/ecotoxicology to the public and other agencies; reflect your ability to assess the effects of land and water development projects and contaminants on wildlife resources; ability to recognize critical trends in natural resources to assess, select and recommend actions; ability manage large, complex resource issues, make decisions and resolve conflicts; and the ability to communicate orally and in writing.

OR

B. Successful completion of at least three full years of progressively higher graduate education or a Ph.D or equivalent doctoral degree from an accredited college or university in a field directly related to one of the following disciplines: biological sciences, agriculture, natural resource management, and chemistry.

OR

C. An equivalent amount of experience and graduate education. (To compute, first, determine your experience as a percentage of the experience required in A; then determine your graduate education as a percentage of the education required in B. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Only credits in excess of the first two years of full time graduate education can be considered. Add the two percentages. The total percentage must equal at least 100%)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
